Description
Description: The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) is conducting a market survey for sources that are small business concerns under NAICS 519120. This synopsis does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The Volpe National Transportation Center is soliciting small business sources for operating and maintaining NHTSA?s National Accident Sampling System (NASS) centralized file storage facility. The Volpe Center is seeking contractor support for the furnishing of the necessary personnel and facilities to operate and maintain the centralized NASS accident file hardcopy storage facility and the electronic information retrieval system for the NHTSA/NCSA for a period of five years. The Contractor will also be required to convert the hardcopy cases to electronic cases by scanning all forms, slides, and photographs contained in the cases to be stored in electronic format. Personnel required include a Project Leader, Investigator and Scanning Technician. The space provided for this facility must be a minimum of 3,800 square feet and can be divided between two locations. The main facility must be a minimum of 2,100 square feet, be located within (45) non-rush hour minutes from DOT headquarters and the facility must be near a Washington Metro stop. The second, inactive facility must consist of a minimum of 1,700 square feet and be within easy driving distance of the main facility. Each facility must be properly equipped with state of the art security/safety devices guarding against fire and theft on a 24-hour basis. Contractor required equipment consists of desktop personal computer equipped with Internet Service Provider. Such sources are requested to submit two (2) copies of a Statement of Capabilities in detail sufficient to allow the Government to ascertain the source?s capabilities. At a minimum, capability information shall include: Contract number; Customer (Government agency or private industry); Contracting Officer's Representative (COR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provi ded should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services. Statements of Capabilities must not include pricing information and must be limited to ten (10) single-sided, 8? inches by 11 inches pages. Statements of Capabilities must be received by the Government on or before 2:00 p.m., local time, September 26, 2005 to be considered. All responses to this Notice, including Statements of Capabilities, must be in writing. No verbal communications will be acknowledged or accepted.
