- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-05-T-0943. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification Syst em (NAICS) Code is 336214 and the Business Size Standard is 500. The contractor shall provide the following : Qty 2 Mobile Laboratory with the following specifications. Exterior: The Mobile Laboratory shall consist of 43 feet 6inches long 8 feet 2inc hes wide 9foot high fifth wheel trailer. The lab shall have 2 feet aluminum walls on 16 inches centers, 4 inches aluminum I-beam on 12inches centers for floor section. The walls shall also have 2 inches aluminum cross supports on 16 inches centers. Under all the walls there shall be 3/8inches plywood. The roof shall be 2 ? inches post on 24 inches center with .040 aluminum one piece roof skin. The lab shall have a 6 year warranty on the frame of the unit. The lab shall have a D.O.T. tape on the side. The lab shall have a full size spare tire. The carrier for the spare tire shall be on the drop of the trailer. On the high rear center there shall be stop brake and turn lights. In addition, there shall be one stop brake and turn light at each side of the rea r of the trailer. There shall be standard clearance lights. The lab shall have two two-speed landing gear legs. The lab shall be fabricated completely with aluminum skeleton, aluminum walls painted white. The lab shall be equipped with dual 8fooet 6 inch es 10,000 lbs axles. There shall be five 17.5 inches 8-hole steel wheels and five 215/75R17.5 LRH all season radial tires. The hinges shall be covered with black vinyl. The lab shall have welded aluminum frame with ribs and roof bows on 16 inches centers . It shall have two 36 inches wide 2inches thick, 72inches high double sealed, outside doors with built-in 24inches x 20inches windows with screen, heavy-duty fold-up steps, deadbolts, lighted door handle, and retractable five feet long awnings. These door s shall be equipped with door closures. One door shall be at the front of the lab and the second door shall be in the sample preparation room at the rear of the lab. These two doors shall open in opposite directions from each other, one on driver side and one on passenger side. All the outside awnings shall be retractable with locking mechanism built for highway speeds of up to 70 mph. There shall be ABS braking system for the wheels as required by D.O.T. There shall be a 32inches x 24inches flip up access door on the curb side of the trailer nose with a gas shock, to facilitate storage and access to supporting components, flip up door with a vent for the gas generator compartment with a gas shock. The lab shall have three 24inches x 20 inches thermal pane w indows (that can be opened and closed) with screen (one located in the front opposite to outside entrance, second on curb-side rear to the slideout, and third on the street-side rear to the slideout). On the rear of the lab, there shall be heavy-duty bumpe r that will extend out past the HVAC units, so that if a driver backs the trailer into something, the HVAC units will not get damaged. The sides and ceiling of the nose shall be lined with white .040 aluminum zip screwed walls. Interior: Interior shall b e 8 foot high. All the walls of the lab shall have white kemlite glued and sealed to the wall. It shall have a 12 foot wide slideouts section on each side that will expand 3 foot 3inches outwards. These expansions shall have built-in retractable awnings. T he outward expansion system shall be electrically operated with manual backup. It shall have 1/8inch smooth aluminum floor. There shall be dropped ceiling (usin g 2 inch aluminum tubes on 12 inches centers) for the A/C duct. The finished ceiling shall be 8foot high. The ceiling shall consist of 3/8 inch plywood lined with .040 white aluminum glued to the ceiling. The lab shall be equipped with two installed ABC fi re extinguishers (one next to front outside entrance and the other next to rear outside entrance). Foam insulation shall be sprayed under the floor of the trailer. The sides and ceiling shall be insulated with 2 inches pink Owens insulation and with bubble wrap. There shall be two 110volt/12volt smoke alarms, one in each room. A lever operated emergency shower shall be installed inside the front side door. The floor around emergency shower shall be gently sloped towards exit door for outward water flow. The entire interior floor shall be spray lined with gray medium texture, up 6 inches on the side walls. The lab shall be equipped with two explosion proof refrigerators, one near the front outside entrance under the counter, second near the rear outside entra nce under the counter. A foot pedal operated sink/emergency eye wash (built into a marine lip stainless steel counter base cabinet) with hot/cold faucets, drain shall be installed across from the front outside entrance. Holding tank for the waste water sha ll have outside accessible drain valve. Countertops for lab equipment: The lab shall be furnished with 42 linear feet of counter top for analytical instruments and related working space. These counter tops shall be stainless steel tops with marine lips. T he counter tops shall be equipped with 72 foot airline track type tie downs, 24 foot total in slide-outs, 12 foot in each slide-out. Each of these tie downs shall be 12inches long, above the countertop in each slideout, 2 rows on the exterior of the slideo uts (one at the bottom and one 24 inches above that), aluminum track to tie down army installed equipment. There shall be 30 pieces of hardware that snaps into the track. Cabinets: There shall be three custom-made laminate base cabinet doors, eighteen line ar feet of custom-made laminate overhead cabinets, nine custom-made laminate upper door cabinets, 13 linear feet of custom-made laminate base door cabinets. There shall be five custom-made laminate front drawers (three under the countertop on street-side, two under the countertop on the curbside). All cabinet doors shall be with trigger latch hardware. Slide Outs: The slideouts shall be barker cog system with electrical motors. The two slide outs shall be equipped with 141inches wide 40 inches deep aluminu m counters capable of holding heavy laboratory analytical equipment, and 48inches wide 21inches deep aluminum shelves. The slideouts shall have four 12inches x 12inches double sealed doors, two on each slideout, with a manifold for 4inches diameter heavy d uty dryer vent to facilitate laboratory instrument venting. Each slideout shall have an additional manifold in bottom door for installation of swagelock fittings. There shall be four 24 inches fluorescent single bulb 110volt lights (1 on each end of the sl ide out). The custom made storage areas under the countertops in the slideouts shall have two dividers with two sets of plexi-glass doors. Sample Preparation Room: There shall be a 119 inches long room at the rear of the lab. This room shall be separated by a 36 inches wide 72 inches high 2inches thick double sealed swing-out door with a 24inches x 20inches thermal pane window. This room shall be engineered specifically to accommodate a third party supplied fume hood, glove box , hepa/charcoal filter syste m, blower motors, low air flow alert warning system and related components that accompanies it. There shall be a lockable 2inches double sealed 32inches x 24inches swing-out door on the exterior to facilitate filter changes from the outside. Entire lab sha ll be equipped with ventilation ducts, air return ducts, to comply with engineering needs of the fume-hood/glove-box system. The vendor shall install the third party supplied fume-hood/glove-box system and certify the complete lab to comply with Army regulations. The vendor shall install a 36 inches wide x 35 inches high x 24 inches deep custom flammable liquid storage cabinet with fusible link closure in the rea r room of the lab Towing:. The coupler size shall be adjusted to facilitate towing by a dual rear axle conventional tractor with a king pin. There shall be 7-way plug for semi- tractor electrical hook-up with connections for stop (brake) and turn signals. There shall be P70 transport chain with slip hook supplied with the trailer. The trailer shall be equipped with air ride and air brakes for the axles. The nose of the trailer shall be reinforced to be pulled by tractor truck. The trailer nose shall be len gthened to facilitate towing by dual rear axle conventional tractor with king pin. Electrical Components: Interior: Interior Lights: There shall be twelve 12volt dome lights (for access with the generators off), four switches for the dome light, inside the lab. There shall be eight 4 foot explosion-proof commercial fluorescent light fixtures (2 in the rear room, 6 in the front room)There shall be four 220volt surface mount and 27 duplex 110 volt 30AMP electrical receptacles, sensibly located and distributed into different fuses. Air Conditioning System: The lab shall be equipped with two 2.5 ton A/C units on the rear of the trailer ducted up to the front into the nose of the trailer. Second duct shall run from the nose of the trailer down thru the center wit h closeable vents in the ceiling. The A/C shall be equipped with TC20 bard leg control system. This will allow one A/C to work if the second A/C becomes inoperable. These two A/C units shall be mounted on the rear top of the trailer. There shall be perman ent-lined aluminum solid wall on both sides inside the lab 9inches from the rear of the lab for return air. On one side of the lab there shall be solid aluminum permanent-lines wall 128inches from the rear of the trailer. The return air duct-work shall be from the front room to the rear room, with closeable vents. This return duct shall be next to each fender-well area. The system shall have integrated filter system located in the nose area, easily accessible for filter change. Electrical Components: Exteri or: There shall be a 2inches double sealed 32inches x 21inches door with vent on the street side of the trailer in the nose capable of removal installation and servicing the generators. The power source shall be 100AMP load center with fuse panel, battery and battery-box. There shall be a battery pack with recharge leads to be hooked into the tractor truck to charge the two on-board batteries. There shall be one 12 volt exterior emergency scene light next to each side door. There shall be two switches for the exterior scene lights. There shall be four duplex GFCI receptacles (one on each side next to the nose and the other two by the axles one on each side.) The generator area in the nose of the trailer shall be separated and sealed from the lab area by dou ble wall with insulation. Phone: There shall be four phone jacks (two on the exterior, 1 at front street side location over the interior counter-top, one over the curb side interior counter top). The trailer shall be pre-wired for cell phone (antenna and 12 volt outlet) over the countertop on the street-side. Power Generators: The trailer shall be equipped with 32 KW Kohler diesel power generator (single phase oil coiled 120/240VAC). A 100 gallon diesel fuel tank made of heavy duty aluminum, gauges, trans fer switch, remote start panel, harness and exhaust shall be included with the generator. The generator compartment shall be lined and double-insulated. There shall be exterior fuel fill cap for easy access. The generator access door in the nose section o f the trailer shall be equipped with gas shocks and ventilation louvers. Vendor shall install integrated shore-power cable for manual switchover from generator power to shore power with automatic switchover in case of shore-power interruption. Holding Tank: There shall be one 100 gallon fresh water holding tank made of polystyrene material suitable to hold drinking water. These tanks shall be located in the nose section of the trailer. This section of the trailer shall be reinforced for the installation of the holding tank. There shall be two heaters to heat water in the holding tank. The tank shall be equipped with 110volt Gunfros model MQ45 water pump located in the nose. These holding tanks shall instantaneously supply water during emergency shower and during emergency eye-wash. The tank shall be equipped with city water entry with supplied water hose. The water system shall be equipped with 2.5 gallon instant h ot water heater located under the sink. Adaptability for a third party supplied components: Vendor shall work in coordination with a third vendor that will supply glove box and fume hood, install them and verify that these items are in working condition. T he glovebox and fume hood shall pass army regulations prior to acceptance by the army. Remaining portion of the Glove box fume hood room will be finished after installation of the hood and glove box. Certification: Vendor shall certify the load towing capa city of the hitch. Vendor shall certify the load bearing capacity of the rear axles. Vendor shall certify all electrical, hydraulic, manual components of the lab to be in proper working condition prior to acceptance by the army. Vendor shall provide detail ed engineering drawings for structural, electrical components for approval prior to fabrication. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, Md 21001. The following clauses will be incorporated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commerical Items, 52.223-11 Ozone-Depletin g Substances, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance, when combined are significantly more important than cost or price. The government will award a contract to th e offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Ex ecutive Orders Commercial Items, applies to this acquisition.
