Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is providing notice of intent to make a sole source award of a contract to Kansas University (E-Learning Design Laboratory). The service to be contracted is to p rovide support to the Battle Command Knowledge System (BCKS) requirement for a Knowledge Management (KM) through Educational Partnership. The contractor shall design a capability to capture and assess knowledge objects across a wide array of media, inclu ding but not limited to, professional forums, on-line newspapers, newsgroups, and blogs for implementation by April 2006. Additionally, there are seven (7) option tasks ranging from providing a Really Simple Syndication feed to designing taxonomy mappers to revising and refining the materials of previous efforts done on the Think Like a Commander (TLAC) and Intelligent Knowledge Management Environment (IKME) projects. The scope requires the contractor to design a capability to capture and assess knowledge objects across a wide array of media, including but not limited to, professional forums, on-line newspapers, newsgroups, and blogs. The contract product shall provide the following capability: Support open standards and formats (extensible Markup Language or XML capable of migration to the Semantic Web), and embed in BCKS Virtual Team Services (Share Point and Groove) and Community Services (Tomoye Simplify/ECCO). The products shall also integrate with Microsoft Office 2003, support 24/7 operations and have an uptime in excess of 99%. The products and research results shall provide worldwide availability for users via a web browser without installing client side softwa re. The products shall provide the capability to use Army Knowledge Online Single Sign-on (AKO SSO) for user authentication. The applications shall have the capability to seamlessly integrate into existing curriculum, Learning Management Systems, BCKS Stru ctured Professional Forums and virtual team knowledge objects and be able to migrate to OWL (Web Ontology Language). Period of performance is 270 days from date of award. The deliverable timelines for the option tasks vary but range from 60 to 180 days from date of exercise. It is expected that some (possibly all) of the optional tasks will be exercised at the time of initial award of the order. All qualified, interested contractors responding to this notice must address all areas of their expertise listed pertaining to this requirement. The contractors personnel shall have Minimum Qualifications as follows: familiarity with the KM Educational P artnership capability; demonstrated expertise on the technical requirements of the KM Educational Partnership with examples of past use, integration and success of related products; and, demonstrated expertise in the development of knowledge management pro ducts and the supporting environment that lead to user education or training with examples of past use, integration and success of related products. This is a new requirement not previously performed by the activity or a contract issued for the activity; however, it is closely related to previous work done by the proposed contractor. The complete requirement will be set out in a Performance Work State ment (PWS) and Request for Proposal (RFP), which will be provided to qualified respondents if sole source award is determined to be inappropriate. The Federal Supply Classification (FSC) code for this project is D308, NAICS code is 541511, and SIC code is 7371. The contractor shall provide management and daily oversight of its personnel supporting this Battle Command Knowledge System (BCKS) requirement. All responses will be considered and must include proof of the qualifications of , and ability to provide the required support, including brief performance information and references on the contractors abilities. All responses must be received no later than 4:00 p.m. CST, on 19 SEP 05.
