- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THE SOLICITATION NUMBER LISTED IS FOR THIS SOURCES SOUGHT NOTICE AND WILL BE CHANGED UPON ISSUANCE OF THE OFFICIAL SOLICITATION. THERE IS NO SOLICITATION AVAILAB LE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the extent of small business sources capable of performing as prime contractors for a multifunctional requirement to provide Logistical Support Services at the National Training Center (NTC), Fort Irwin, California in eleven different major functional areas. 1. Central Issue Facility (CIF); 2. Bulk and Retail Mobility Fue l Supply Points; 3. Ammunition Supply Point (ASP); 4. Installation Supply Support Activity (ISSA); 5. Packaging and Shipping Facility; 6. Transportation Services; 7. Personal Property Travel; 8. Direct Support Supply Activity (DSSA); 9. AWRPS Brigade Equip ment and Support; 10. Army Oil Analysis Laboratory; 11. Operations Group Equipment and Support. This requirement will cover a wide range of functions required to provide complete logistical services support to the customer while focusing on quality practi ces. Services shall be performed at the following location(s): National Training Center (NTC), Fort Irwin, CA. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 561210; small business size standard is $ 30 Million. The Government will not reimburse any concern for any information that is submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. Small Business Concerns submitting responses should indicate whether they are small, small disadvantaged, 8(a), HUB Zone, or woman owned. All small business concerns are required to submit a written Capabilities Statement demonstrating ability to perform the following: 1. The capability to manage complex, multi-functional Gov ernment requirements similar in complexity to the above stated major functional areas covering a wide range of Directorate of Logistics activities. Small Business concerns shall identify the largest, most complex contracts performed over the last five yea rs which demonstrate RELEVANT past experience in any of the major functional areas referenced above, a description of what each contract provided, dollar value of each contract, and a point of contact with a telephone number at the contracting activity for each contract. Small Business concerns shall indicate whether they served as prime contractor or subcontractor on the referenced contracts; 2. Your companys Gross annual receipts for the past three years; 3. Current successful teaming arrangements with other small businesses and/or large businesses. If Small Business concerns cannot perform all 11 major functional areas as the prime contractor, they must be capable of performing at least 50 percent of the total work if plans are to subcontract portions of work. Small Businesses shall identify which of the 11 major functional areas they will be performing as a prime contractor, as well as which areas they would be interested in performing as subcontractor. All interested business concerns are required t o respond to this SOURCES SOUGHT announcement via email by September 27, 2005, 2:00 p.m. EDT. Responses shall not exceed 15 pages and must include company point of contract, email address, telephone number and fax number. The information provided in resp onse to this SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from Small Business concerns do not support capability to perform as a prime contractor in all 11 major functional areas and locations, the final acquisition strategy may provide for this requirement to be competed on an unrestricted basis using full and ope n competition. Large business concerns are not prohibited from responding to this announcement and are not required to submit capabilities statements.
