Description
PROJECT INFORMATION - Solicitation No. W9128F-05-R-0041 On or about 11 October 2005, this office will issue Request for Proposal (RFP) for the construction of the AIR FORCE WEATHER AGENCY HEADQUARTERS at OFFUTT AFB, NEBRASKA. Proposals will be received on or about 28 November 2005. This solicitation is unrestricted and open to both large and small business participation. A Pre-Proposal Conference and Site Visit will be held weeks prior to the Proposal due date. For date, time and place of assembly please see Section 00100, Paragraph Site Visit in the solicitation package. Project and Work Description: The AFWA HQ building is a state-of-the-art office/data facility containing four floors, three of which are above ground level and the fourth a basement level. The facility totals approximately 189,000 SF. The facility and surr ounding site consist of approximately 19 acres of land, 9 of which serve the direct building site. The additional 10 acres of existing taxiway and apron will convert and serve as POV parking for the facility. Facility functions, features and rooms consist of the following: open two-story lobby with observation deck, an auditorium, working offices, a Sensitive Compartmented Information Facility (SCIF), data/computer room centers, restrooms and shower facilities, staff break areas, conference rooms, training rooms, broadcasting studio, cafeteria/caf?/food service areas, loading docks and dock equipment, bulk storage areas, hydraulic elevators, mechanical penthouse and cooling towers. Structural applications and components consist of auger-cast grout piles, cast-in-place concrete footings and foundation walls, reinforced CMU, structural steel framing, concrete slab on grade, concrete over steel deck flooring, and building foundation dra inage system. Exterior architectural features and materials consist of, exterior signage, brick veneer, glazing in aluminum frames, aluminum panels, and aluminum framed glazed curtain wall. Penthouse facade will consist of metal panels. The roofing will be a heat welde d PVC membrane system. Interior architectural features and materials include gypsum board walls, demountable partitions, raised access flooring, carpet tiles, carpets, ceramic and quarry tiles, paint, vinyl wall coverings, casework and cabinets, acoustical ceiling tiles, resilie nt flooring, wood and steel doors, overhead sectional doors, skylights, auditorium furnishings and seating, and interior signage. Mechanical features and systems include HVAC (ducting, boilers, chillers, humidifiers, AHUs, CRAC units, dry coolers, and pumps), plumbing and plumbing fixtures, EMCS, fire detection and suppression systems, and lift station. Electrical and communication f eatures and equipment include motor control centers, power distribution and distribution panels, lighting fixtures, Mass Notification System, audio systems for auditorium, intrusion detection system, access entry controls, and telephone and data communicat ions. - Site work consists of paving, striping, sidewalks, curb and gutter, gas utilities, lift stations, UGE distribution, transformers, exterior lighting, water distribution, copper and fiber optic communication lines, storm drains, utility manholes, gra ding, seeding, and landscaping. The estimated construction cost of this project is between $20,000,000 and $30,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineer s considers the following goals reasonable and achievable for fiscal year 2005: (a)Small Business: 50.9% of planned subcontracting dollars. (b)Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c)Women Owned Small Business: 7.2% of pla nned subcontracting dollars*. (d)Service-D isabled Veterans: 0.5% of planned subcontracting dollars*. (e)Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Offeror will be required to commence work within 10 days after notice to proceed and complete the work 600 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of su bmission or update to ORCA. The RFP (plans and specifications) is available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. The RFP will not be provided in a printed hard copy format .
