Description
With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its CUP - MCCOOK RESERVOIR - STAGE 2 CUTOFF WALL project in McCook, Illinois. The Agency intends to award a FIRM FIXED-PRICE CONSTRUCTION CONTRACT. THE PROPOSALS WILL BE EVALUATED USING THE BEST VALUE CONTRACTING METHOD, WHERE THE TRADE-OFF SOURCE SELECTION EVAULATION PROCESS WILL BE UTILIZED. The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportatio n, materials, and equipment to accomplish the entire project as stated below. The project includes the construction of approximately 7,640 linear feet of soil-bentonite cut-off wall at the Metropolitan Water Reclamation District of Greater Chicago (MWRDG C) Lawndale Avenue Solids Management Area (LASMA). The cut-off wall is to be constructed through approximately 35 to 60 feet of overburden and keyed a minimum of 2 feet and maximum of 5 feet into bedrock and tie into an existing soil-bentonite cutoff wall . The minimum wall thickness shall be 3 foot. Construction of a test section is required to verify the construction method will achieve a 5-foot key into bedrock and the permeability of the cut-off wall backfill is less than 1x10-6 cm/s. The Classificatio n Code for this procurement is North American Industry System (NAICS) 237990  Other Heavy and Civil Engineering Construction and COMPETITION IS UNRESTRICTED TO BUSINESS SIZE. The estimated magnitude of Cost for Construction is over $10 MILLION. The so licitation (Request for Proposals) will be downloadable from the INTERNET ONLY at www.lrl.usace.army.mil (click on Construction / Environmental Solicitations, then click on the appropriate Solicitation Number. You will also need to register at this website . This is the only way your company can be placed on the plan holders list and receive any amendments. The solicitation will be available on the Internet on or before 27 September 2005. The due date for proposals will be on or about 28 October 2005, at 4:00 PM Chicago Local Time. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http//ww w.ccr.gov. Request for solicitation packages made by telephone, fax or e-mail will not be honored.
