Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W81K00-05-T-0967 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This acquisition is solicited on an unrestricte d (full and open) basis under NAICS code 334510 and the size standard is 500 employees. The requirements of this solicitation are: CLIN 0001, 1 each ETHICON NEOPROBE GAMMA DETECTION SYSTEM PART NO. GSET1 TO INCLUDE TRADE-IN OF 1 each NEOPROBE NEO1500, an d CLIN 0002, 1 lot OPERATOR MANUALS (2 each) AND SERVICE MANUAL (1 each). Federal Acquisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal applies to this acquisition. Award will be on an all or none basis. CLIN 0001 salient characteristics are: PC Software based system for gamma radiation detection, Future upgrades applied using PC serial cable, Six Radionuclide capability, Graphic count display with corresponding audio output, Background, target, and 10-second count functions, Dynamic and Bina ry pitch modes for varied procedural applications, Detection probe with selectable field-of-view through external collimation, Unit requires no calibration at any time, Unit requires no intraoperative detection adjustments, 1.6 Amp/250V slow blow, low brea king capacity fuse protection (T1.6AL 250V), IPX4 rated splash protection - water splashed against the enclosure from any direction shall have no harmful effect, Power button with on, off, and standby modes, No probe connected indicator light, Radionuclide indicator lights - allows intraoperative confirmation of nuclide selection, Binary pitch / dynamic pitch mode selection button - allows one-touch selection of different operation modes for different surgical applications, Probe input port, Dynamic pitch r ange selection buttons - allows real-time customization of display and audio indications depending on procedure needs, Graphic and numeric counts displays - displays radiation counts per second in two formats, Target and Background count selection buttons - allows instant selection of procedure background, target (6 sec. Average), or 10-second counts, Adjustable volume control and mute button with mute indicator light - user adjustable at any time plus flashing indication when muting enabled, Detachable AC power cord, Detachable reusable detector probe cable, 14 mm reusable probe functions and features, Selectable detection field of view - 150? uncollimated / 50? Using 14 mm external collimator, Internal Tungsten Shielding (greater than 99% to Tc-99m) for hi ghly directional performance, Padded accessory case included for protection of probe, reusable probe cable, and external collimator during storage, Cadmium Zinc Telluride Crystal (CdZnTe), Probe energy range of 27 - 364 keV, Detector efficiency for I-125 g reater than 80% (commonly 27-25 keV gamma-ray energy), Detector efficiency for Tc-99m greater than 75% (commonly 140 keV gamma-ray energy), Operating power - AC Line Power 100-240 VAC (50-60 Hz), Power consumption - 10 watts nominal, 36 watts maximum (at h igh volume), Audio output - 70 dB sound pressure level at 1 meter, Operating temperature range 10? to 40? C (50? to 104? F), CLIN 0002 salient characteristics are: Operator and service manuals for Ethicon Neoprobe Gamma Detection System GSET1. Vendors sha ll comply with FAR 52.211-6 if submitting other than the Brand Name product. Clause 52.211-6 (and other provisions and clauses throughout this solicitation) can be viewed by accessing website http://farsite.hill.af.mil/. Delivery, 10 days after receipt o f order, shipping shall be FOB destination to Darnall Army Community Hospital Warehouse, Bl dg. 4660, Railhead Dr. Fort Hood, Texas 76544. FAR provision 52.212-1 [Instructions to Offerors  Commercial] applies to this acquisition to include the following addenda: All Offerors are cautioned that if selected for award, they must be registered wit h the Central Contractor Registration (CCR) program. The CCR can be accessed via the Internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to awarding a contract. Evaluation Process: All proposals will be evaluated in accor dance with the following criteria: Technical Capability (compliance with the requirements of FAR Clause 52.211-6 if vendor offers an Equal Product) and Price, with Technical Capability being significantly more important than Price. Vendors shall include a completed copy of FAR provision 52.212-3 with their offer. The provision can be downloaded by accessing the website listed in this solicitation.
