Description
The U.S. Army Space and Missile Defense Command on behalf of the Joint Vaccine Acquisition Program intends to procure on a sole source basis FDA-licensed Vaccinia Immune Globulin Intravenous (VIGIV) to treat severe reactions to smallpox vaccinations. The intended source is Cangene Corporation, 104 Chancellor Matheson Road, Winnipeg, Manitoba, Canada R3T 5Y3. It is anticipated a contract will be issued for one (1) base year with four (4) option years. This contract will be issued using other than fu ll and open competition procedures in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Cangene Corporation is the only known FDA license holder for VIGIV which currently has the m anufacturing capability to maintain the Department of Defense's (DoD's) requirement for a stockpile of 1,200 licensed doses. This is not a request for competitive proposals but parties purporting to have the requisite credentials to furnish these supplies must provide in writing, factual information, which clearly supports and demonstrates that their VIGIV product is approved by the FDA, has an existing approved manufacturing facility, as well as the capability to maintain their manufacturing facility and FDA license so that the DoD will have a continuous stockpile of licensed VIGIV. This information must be e-mailed to Leo Fratis at Leo.Fratis@us.army.mil or faxed to his attention at (301)619-5069 by close of business October 27, 2005. A determination no t to compete this proposed action based on any response to this notice is solely within the discretion of the contracting officer. See numbered note 22.
