- CBD COMBINED/SYNOPSIS SOLICITATION (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This proposed action is for services for which the Government intends to solicit and negotiate with one source ? Military Media, Incorporated under authority of FAR 6.302-1. Persons may identify their interest and capability (statement) to respond to the requirement (xvi). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See numbered Note 22 for further details. (ii) This Solicitation PFPA-05245-SV-100 is a Request for Quotation for job advertisements (iii) This Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 05-05, effective July 27, 2005. (iv) The applicable North American Industry Classification System Code is 511199 and the size standards in the number of employees is 500. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) There will be two (2) CLINS associated with this procurement. CLIN 0001, Recruitment Printed Advertisement, 1 each; CLIN 0002, Internet Recruitment Advertisement, 1 each. No option years are associated with this procurement. (vi) This requirement is for a color printed publication of job advertisements recruiting Pentagon Police ? sizes 11.5 x 21.5 and 9 5/8 x 16.5 to run for one week in the 14 of Military Times publications and for the advertisement to also run online at www.militarytimes.com for one month (30 days). (vii) The advertisements are to appear in the September 15 and September 16, 2005 printed papers and online from September 15, 2005 through October 15, 2005. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 entitled Instructions to Offerors ? Commercial. The following provision is being added as an Addendum: FAR 52.214-31 (ix) The following provision does not apply to this acquisition: FAR 52.212-2 ? Commercial Items. Award will be based on the best value to the Government, considering price and other non-price factors (ability to meet solicitation requirements and past history). (x) Offers are to include a completed copy of provision FAR 52-212-3 entitled Offeror Representations and Certifications ? Commercial Items. Also, if your company is not registered to do business with the Government, check website: www.ccr.gov. Also, provide company?s CAGE code with offer. (xi) The following provision does not apply to this acquisition: FAR 52.212-4 entitled Contract Terms and Conditions ? Commercial Items.
