Contracting Office Address 102 FW / Contracting Office, 158 Reilly Road, Box 8, OTIS ANGB, MA 02542 Description This is a combined synopsis/solicitation for commercial items for the following Environmental Sampling and Laboratory Analysis for 102 Fighter Wing, Massachusetts Air National Guard, 197 Reilly Street, Otis ANG Base, MA. (The point of contact for this sol icitation is TSgt Cabin Long, (508) 968-4975, and CMSgt Susan Faux (508) 968-4910). This magnitude of this project is between $25,000 - $35,000. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. SBA SIZE STANDARDS $6.0 Million applies t o this procurement. In accordance with FAR 52.219-6, all firms or individuals responding to this combined synopsis/solicitation must be registered with Central Contractor Registration found at http://www.ccr.gov. This is prepared in accordance with the f ormat in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. This solicitation is issued for a request for quote (RFQ). Submit written offers on RFQ number W912SV-05-T-0099. FAR 52.212-2 the Government will award a contract resulting from this synopsis solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Govern ment, price and other factors considered. The following principle factors shall be used to evaluate offers: Price and Past Performance. The NAICS Code is 541380 Certified Laboratory Services; the period of performance shall be one year from award date. The BID SCHEDULE shall be: PROVIDE ALL NECESSARY PLANT, LABOR, EQUIPMENT AND MATERIALS NECESSARY TO PERFORM THE FOLLOWING REQUIRED SERVICE: 1) Groundwater Supply Well J. (1 x 4 = 4) Analyze For: Regulated Volatile Organic Compounds. Report on current MA s tate form. Government will provide Samples. (Oct, Jan, April, July) 2) Groundwater Supply Well J. (1 x 1 = 1) Analyze for: (1) Organics; (2) Secondary Contaminants (3) Nitrate as Nitrogen (4) Nitrite as Nitrogen. (Report on current MA state form. Governmen t will supply sample. (April) 3) Groundwater Supply Well J. (1 x 4 = 4) Analyze for: Synthetic Organics. Report on current MA state form. Government will provide samples. (Oct, Jan, Apr, July) 4) Groundwater Supply Well J. (1 x 4 = 4) Analyze for the follo wing Explosive Compounds: HMX, RDX, 1,3-Dinitrobenzene 1,3,5-Trinitrobenzene, Tetryl, Nitrobenzene, 2,4,6-Trinitrotoluene 4-Amino-4,6-Dinitrotoluene, 2-Amino-2,6-Dinitrotoluene, 2,6-Dinitrotoluene, 2,4-Dinitrotoluene, 2-Nitrotoluene, 3-Nitrotoluene, 4-Nitr otoluene, Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, SW-846, USEPA/OSW, Method 8330. 5) Storm water Drainage Swales (3 x 4 = 12) Analyze for the following: (1) Total Oxygen Demand (2) Total Suspended Solids (3) Total Phosphorous (4) Total Kjeldahl Nitrogen (5) Fecal Coliforms (6) Total Copper (7) Total Zinc (8) Total Lead (9) Nitrate as Nitrogen (10) Total Oil & Grease (11) Regulated/Unregulated Volatile Organic Compounds (12) Ethylene Glycol (SARA III) (13) COD (14) BOD(5) (15) N itrate + Nitrite Nitrogen NOTE: Sampling will be conducted by government personnel once per quarter of a year for a storm event producing rainfall greater than 0.1 inch in magnitude. For this reason timely submittal of samples for analysis will vary. 6) W ater Distribution System (PWS) (13 x 12 = 156) Analyze for: Bacteriological (Total Coliform) Submit monthly report to Regional Department of Environmental Protection by the 10th of the following month on MA state-approved form as specified in MA regulation 310 CMR 22.00. Government will provide samples. 7) Water Distribution System (PWS) (3 x 12 - 36) Analyze for: Fluoride. Report on current MA state form. Government will provide samples. 8) Water distribution System (PWS) (20 x 1 = 20) Analyze for lead (pB ) and Copper (Cu). Prepare report on c urrent MA state form as required by MA regulation 310 CMR 22.00. Government will provide samples.(July) 9) Wastewater treatment plant influent (1 x 12 - 12) Analyze samples for: (1) BOD 5, (2) Total Suspended Solids (3) Total Solids (4) Ammonia  Nitrogen (5) Nitrate  Nitrogen (6) Total Nitrogen (NOTE: ammonia-n, nitrite-n and nitrate-n) (7) Surfactants (8) Oil and Grease Submit analytical results by the 10th of the following month. Government will provide samples. 10) Wastewater treatment plant influent (1 x 2 = 2) Analyze samples for: Volatile Organic Compounds. (EPA Method #624). Submit analytical results by the 10th of the following month. Government will provide samples. (Jan, Jul). 11) Wastewater treatment plant effluent (1 x 12 = 12). Analyze sampl es for: (1) BOD-5 (2) Total Suspended Solids (3) Total Solids (4) Oil and Grease (5) Total Volatile Organic Compounds (EPA 624) (6) Nitrate  Nitrogen (7) Total Nitrogen (NOTE: ammonia-n, nitrite-n and nitrate-n) (8) Surfactants (9) Cadmium (10) Chromium ( Total) (11) Copper (12) Lead (13) Zinc (14) Mercury (15) Settleable solids (16) Ph (17) Total Phosphorus (18) Orthophosphate (19) Total / Fecal Coliform Submit analytical results by the 10th of the following month. Government will provide samples. 12) Wastewater treatment plant Cape Cod Canal Monitoring Wells (4 x 4 = 16). Contractor shall SAMPLE AND ANALYZE for: (1) Static Water Level (Determine at site) (2) Specific Conductance (3) pH (4) Total - Nitrogen (NOTE: Ammonia, Nitrite-N, and Nitrate-N) (5) Nitrate  Nitrogen (6) Surfactants (7) Chloride (8) Lead (9) Mercury (10) Sodium (11) Cadmium (12) Chromium (13) Volatile Organic Compounds (EPA #624) (14) Total Phosphorus (15) Orthophosphate Submit analytical results by the 10th of the following month. 13) Wastewater treatment plant compost. 1 x 4 = 4. A ll work in this section to be accomplished in accordance with Massachusetts State regulation 310 CMR 32.00. Only laboratories that are Massachusetts Department of Environmental Protection approved for this type of analysis may accomplish this work. All ana lysis shall be performed by methods as indicated in MA regulation 310 CMR 32.70(4a) Government will provide samples. 14) Wastewater treatment plant compost. 1 x 1 = 1. Analyze for: Full TCLP Extractable; includes 8 heavy metals, VOCs, semi-volatiles, pesti cides and herbicides. (Dec). Government will provide samples. 15) Water Distribution System (PWS).
