Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Affymetrix, for Custom Gene Chips, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML #5026. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05B dated 8/26/05. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541710 and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Disease (NIAID), Rocky Mountain Laboratories (RML), has been charged with performing basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. Towards this goal the NIAID/RML has a need to genotype 5000 SNPs, in a single assay, with high accuracy, against entire genomes of 500(five-hundred) isolates or more. The platform to perform this effort shall involve molecular inversion probe technology and be compatible with NIAID/RML acquired Affymetrix technologies and shall be scalable for adding new SNPs and new isolates over time. The contractor shall provide to NIAID/RML services to 1) perform the custom design of the 5000 SNP detection platform, 2) provide processing reagents for running Genomic DNA hybridizations on the Affymetrix fluidics station 3) provide tagged address chips for analysis of the SNP genotyping effort. This is a 6 to 8 week, one time work effort, where the final product will be a molecular biology platform for analysis of 5000 known SNPs with 500(five-hundred) isolate DNAs that will be scalabel and compatible with the RML Affymetrix fluidics station. The contractor shall have the expertise and proprietary right to integrate the SNP genotyping technology with the NIAID/RML Affymetrix fluidics station. The Contractor efforts shall not contradict current service and support agreements in place for the NIAID/RML Affymetrix fluidics station. The contractor shall keep all NIAID/RML derived data secure and will not release or maintain any of the data beyond this contract effort. If Internet connectivity is needed in order to perform the work, or transfer deliverables, contractor computers will be secure and in compliance with NIAID/RML IT security procedures and policies. The NIAID/RML will provide SNP sequence data in format compatible for design of the SNP analysis platform. The NIAID/RML will provide information and input related or needed for the process. The NIAID/RML will assist in the review and inspection of the final design. REPORTING REQUIREMENTS AND DELIVERABLES: 1). The contractor shall use their proprietary tools and algorithms to formulate the design of the 5000 SNP platform. 2). The contractor shall use Molecular Inversion Probe technology (Pat.#6,858,412) as this has been found to be the most cost effective and robust technology to date for execution of this project. 3). The Contractor shall utitlize technology with accuracy of >99.5% 4) Data completeness shall be at 97% or higher for this custom effort. 5) Reproducibility shall be at 95% or higher. 6) Quantity of genomic DNA required without amplification shall be no higher than 2.0ug for the 5000 SNP platform. 7) Throughput on the Affymetrix fluidics station shall be at least 48(forty-eight) genomic DNA samples per day. 8) Reagents for processing 500(five-hundred) samples shall be included. 9) TrueTag arrays shall be included for the analysis of custom SNP panels. 11) The SNP technology shall be easily scalable, such that the Project Officer and NIAID/RML may add additional SNPs, at appropriate volumes, to the technology without additional design fees or problems. 12) The SNP technology shall be easily scalable, such that the Project Officer and NIAID/RML may add additional Samples, and purchase reagents or additional chip without additional design fees or problems. 13) Software, in the form of a basecaller and browser shall be included that shall process the SNP data for the genomic DNA isolates in flat file and graphical form for analysis. 14) The included software shall be able to automatically call the genotypes as well as provide an environment for trouble shooting data. 15) Intergrated quality control and tracking shall allow for ongoing checks on the signal to noise ratio through the monitoring of the unexpected allele channels and built-in quality controls 16) E-mail or written reports detailing progress during the design phase shall be submitted to the Project Officer once per week describing progress. INSPECTION AND ACCEPTANCE: Inspection Criteria: All work will be inspected and approved by the project officer or his designee via the weekly reports and communications. Acceptance Criteria: will be based upon decisions made by the NIAID/RML and the Project Officer upon evaluating arrival or reagents and products and initial runs of products. FOB Point shall be Destination, Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; FAR 52.212-1 Instructions to Offerors Commercial; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. FAR 52.246-2 Inspection of Supplies-Fixed Price. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above salient characteristics, delivery, price, and past performance.
