- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is 667-24-06 and is issued as a request for proposal (RFP); award will be made using Federal Acquisition Regulation (FAR) Part 13.5 test program for commercial items and the simplified acquisition procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The North American Industry Classification System (NAICS) code for this solicitation is 562111 and size standard is not to exceed $10.5M. This solicitation is 100% set aside for small business. This is a base year contract with four option years to extend, depending upon continued need and availability of funds. The selected vendor shall provide: A. Trash/Garbage Pickup (all inclusive service but not limited to the following) Furnish one (1) each stationary compactor and one (1) each 42 to 45 cubic yard capacity container that attaches to the compactor. Provide all necessary labor, supplies, equipment, fees and transportation to perform pickup, removal, and disposal services for all trash and garbage deposited in the above mentioned that will be located at the Overton Brooks VA Medical Center, 510 East Stoner Avenue, Shreveport, LA in accordance with all terms, conditions, provisions, schedules and specifications of this solicitation. Trash is to be picked up and disposed of weekly on Wednesday. Steam clean, disinfect, and spray the container with pesticide twice a month from June through November and once a month from December through May. B. Recycle Cardboard Pickup (all inclusive service but not limited to the following) Furnish one (1) recycle container (twelve [12] to fourteen [14] cubic yards). Provide all necessary labor, supplies, equipment and transportation to perform pickup, removal and recycling of cardboard only for the Overton Brooks VA Medical Center, 510 East Stoner Avenue, Shreveport, LA in accordance with all terms, conditions, provisions, schedules and specifications of this solicitation. The recyclable boxes shall be picked up and recycled as needed. Past history shows this will be two (2) to three (3) times a week. C. Trash/Garbage Pickup (all inclusive Service but not limited to the following) Furnish one (1) front-load container (eight (8) to ten (10) cubic yards). Provide all necessary labor, supplies, equipment and transportation to perform pickup, removal and disposal service for all trash and garbage deposited in this container located behind Building 6 of the Overton Brooks VA Medical Center, 510 East Stoner Avenue, Shreveport, LA in accordance with all terms, conditions, provisions, schedules and specifications of this solicitation. The pickup will be once a week on Wednesday mornings. Questions regarding this solicitation must be in writing to the Contracting Officer, fax (318-424-6078). NO TELEPHONE REQUESTS WILL BE ACCEPTED. Failure to submit a price for all items or other necessary information asked for in this solicitation, may be cause for the offer to be rejected as being non-responsive. All documentation and technical information necessary must be provided to the contracting activity so as to be able to determine whether the offeror meets the requirements of the solicitation. METHOD OF AWARD: Award will be made to the offeror whose quotation is technically acceptable and whose technical/cost relationship is the most advantageous to the Government. While cost is primary to technical, the technical will be a factor in the award decision. Award may not necessarily be made to the offeror submitting the lowest bid. Also, award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest and to the advantage of the Government. Award will be made without discussions. The contractor that is awarded this job shall before commencing any work on VA property, furnish the Contracting Officer with a proof of liability insurance on its employees.
