Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): 1 each; PN: SAT-SIGM4000, SAT SIGMONSOFTWARE 4000. 1 each; PN: SAT-INSTL-4000; Remote Installation and Training. Installation o nto GFE PC and GFE R&S FS300 SA. 1 each; PN: SAT-RF-SWITCH; RF switch and amplifier assemby to include 6 input ports (rated to 20GHz); Amplifier (100MHz - 6GHZ minimum); Runs on 110/220VAC power; 2 RU metal chassis. 1 each; PN: SAT-SIGM1000; SAT SIGMONSOF TWARE 1000. 1 each; SAT-INSTL-1000; Remote Installation and Training. Installation onto GFE PC and GFE R and S FS300 SA. 1 each; PN: SAT-DIS-ANT. OMNI discone antenna covering to include 165MHz - 700 MHz or greater w/50 foot cable. 2 each; PN; SAT-LN- AMP; Low noise amplifier (+22dBm, NF less than 3.5 above 165MHz, PlDb-+10dBm). 1 each; PN: SAT-DIR-ANT; Directional antenna, 700MHz - 6GHz to include 20 foot cable, handle that converts to small tripod, carrying case, attractive blue plastic triangle cove ring. FOB DESTINATION FORT HUACHUCA, ARIZONA. Payment will be made by Government credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Friday, 16 September 2005 and shall be submitted electronically at: carmen.simotti@epg. army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incoporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This is a small business set-aside. The NAICS code is 511210 and small business size standard is $21M. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FA R provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Off eror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Requ ired Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
