Description

Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation an d all amendments from the internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: This project requires the construction of a 2,400 gallon-per-minute fuel pumphouse, six hydrant outlets, two 10,000 barrel above grou nd fuel operating storage tanks, truck fill-stands, fuel transfer pumps and controls systems and piping from the existing bulk fuel storage tanks to the new operating tanks; distribution piping to the existing hydrant outlets; pantographs and shelter, and truck parking area. Total underground piping is approximately 3 miles. Work includes cathodic protection, fire protection, secondary containment dikes; automatic tank gauging, access pavements, recalibration of existing outlets, security fencing, exterio r lighting, and site utilities, and related improvements. Also includes placement of culvert to enclose approximately 800 linear feet of an existing stream, and demolition of three existing pumphouses on the airfield, a generator building, eighteen underg round storage tanks and associated facilities. The contract will be solicited and procured using a Request for Proposals (RFP) Performance Price Trade-Off in accordance with FAR Part 15.101. Offerors are required to submit a price and technical proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Options may be included. The anticipated cost range is $10,000,000 to $20,000,0 00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656) under NAICS 236220. This solicitation will be issued in electronic for mat only and will be available on or about 3 October 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
