Description
NAICS Code: 336112 The United States Environmental Protection Agency, Region 4 office intends to purchase the following vehicles: Three (3) 2006 - Large Sports Utility Vehicles (SUVs) 2500 with heavy duty (3/4 ton load capacity) towing and hauling capabilities that include a temperature controlled environment for air monitoring equipment; One (1) 2006 - Heavy Duty 4x4 Truck 2500 - The fourth vehicle shall be a quad-cab truck with heavy duty (3/4 ton load capacity) towing and hauling capabilities; One (1) 2006 - Heavy Duty 4x4 Truck 3500 - The fifth vehicle shall be a quad-cab truck with heavy duty (1 ton load capacity) towing and hauling capabilities; One to two (1 or 2) 2006 - Heavy Duty 4x4 Truck 2500 - The sixth and/or seventh vehicles shall be an extended-cab truck with heavy duty (3/4 ton load capacity) towing and hauling capabilities. All of these vehicles will need to be four-wheel drive that are capable of hauling a large amount of gear and equipment, be capable of towing equipment/response trailers with up to a 8,500 pound weight capacity, and safely haul equipment in the inside compartments. These vehicles will be required to have emergency lights and sirens, Global Positioning Systems (GPS), heavy duty bumpers with winches, equipment storage capacity, and off-road capabilities. The Government intends to conduct an on-line reverse auction to be facilitated by a third-party reverse auction provider, Fedbid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Vehicle specifications are provided on FedBid.com. During the reverse auction, participants may submit a series of quotes, which descend in price during the specified period of time. All responsible sources must submit a quote to the EPA using the online exchange located at www.fedbid.com. NO OFFLINE QUOTES WILL BE ACCEPTED. There is no cost to register, review procurement data or make an offer online. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http:www.fedbid.com to complete their registration. The government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bid, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process.
