Description
THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(a) COMPETITIVE OR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are either certified as HUBZone, 8(a), or Service-Disabled Veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 for receipt by close of business (4:30 p.m. local Denver time) on September 19, 2005; (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date/type of small business certification (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and (4) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact including phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested small business concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. A decision on whether this will be pursued as a small business set-aside or on an unrestricted basis will be made following the due date and posted on our website at www.cflhd.gov/procurement under the current construction solicitations link. This project will consist of grading, drainage, asphalt surfacing and pavement rehabilitation on 21.988 kilometers of roadway for NV PRA LAME 1(6), 1(7) & 2(1), Northshore Road and Lake Mead Blvd in Lake Mead National Recreation Area, Clark County, State of Nevada. Estimated price range is over $10,000,000.00. This project contains 2 schedules. Principal work items on the largest schedule including: lump sum contractor testing; 2,440 m silt fence; lump sum watering for dust control; removal of structures/obstructions (various); 21,700 m3 roadway excavation; 226,180 overhaul; 6,140 m2 roadway obliteration; 3,435 m3 placed riprap (various); 735 m3 wire enclosed riprap; 1,535 m2 revet mattress; 25,645 metric tons aggregate base; 1,570 metric tons cement; 11.0 km cement treated aggregate course; 11.0 km road reconditioning; 5,055 metric tons roadway aggregate; 52,410 metric tons hot asphalt concrete pavement, class A, grading C; 3,145 metric tons asphalt cement grade AC-30; 490 metric tons antistrip additive type 3; 8,290 metric tons open-graded asphalt friction course; 555 metric tons asphalt cement grad AC-20P; 2,660 metric tons blotter; 80,000 m2 weathering agent, desert app.; 155 m3 concrete for headwalls and wings; 387 m pipe culvert (various); 256 m pipe arch culvert (various); 70 each cleaning culverts in place; 9,680 m Portland cement concrete curb and gutter (various); 995 m3 lean concrete backfille; 1,475 Guardrail system G4; 910 each Barrier stone; 460 hours heavy equipment operators (various); 143,855 each pavement markers (various); 9000 hours flagging; along with associated clearing, grubbing, surveying, staking, fencing, seeding, and traffic control.
