Description

This announcement constitutes a Notice of Contract Action. The Commercial Derivatives System Squadron intends to award a contract on a sole source basis to Boeing Corporation for the integration, installation, FAA certification and testing of a Large Aircraft Infrared Countermeasures (LAIRCM) on one leased and two owned C-40 Aircraft. This notice of intent is not a request for competitive proposals. It is anticipated that the contract award will be made as a delivery order to the existing indefinite delivery indefinite quantity contract, F33657-01-D-0013. The government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302- 1, only one known responsible source and no other supplies or services will satisfy agency requirements, and will be supported by an approved Justification and Approval. Boeing owns the data rights for these aircraft, and is the only contractor that can modify the lease aircraft. All the aircraft must have the same configuration to minimize cost, avoid duplication of effort, and optimize supply chain requirements. The LAIRCM units are to be purchased from Northrop Grumman and provided to Boeing as Government Furnished Property. This proposed contract action anticipates a Firm Fixed Price type contract and shall provide for acquisition and support for a period of six (6) years.
