Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Assembly and editing of a DVD / VCD video. Video content is designed to provid e an organizational Safety and Security briefing to the viewer. DVD / VCD will be approximately 30 minutes of continuous play. Government will provide storyboard with scripted narrative, digital still photos and digital video. Vendor will be required to edit video, then integrate video and stills into a format consistent with the provided storyboard / narrative. Vendor will be required to provide a reader for voiceover / narration. Vendor will be required to provide introductory and closing graphics (t ypically a packaged animation mpeg used to present organizational crest and introduction consistent with Safety theme- government will provide example). Vendor will be required to shoot digital video (On site at Fort Huachuca, Arizona) of the organization s -Security- operation- anticipate approximately 8-10 minutes of -edited- digital video for incorporation into the project. Government requires review and comment on functional proof copy once assembled and ready for viewing. Government will provide subj ect matter expert as needed to assist in synchronizing graphic stills / video with subject matter and insuring overall accuracy of video content. Upon completion vendor will provide two (2) masters of each DVD / VCD in a format consistent with mass reprod uction and play on a common DVD and CD player. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are due no later than 1200 hours, Wednesday, 21 September 2005 and shall be submitte d electronically at virginia.miller@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performa nce and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a comp leted copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
