Description
The United States Army Tank-automotive and Armaments Command-Picatinny Arsenal TACOM-Picatinny, Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) requires four (4) sets (of 4 sensors + 1 receiver node) of commercial-off-the- shelf magnetic sensors that are rugged. These Sensor nodes must be Sensys Networks??? VSN-240 sensors. Any offeror that can provide this item is invited to respond. This brand name and type is an essential government requirement and justified under Far 13.106(b) as an exception. The combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, and is supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. These requirements are detailed below as required capabilities. Solicitation number W15QKN-05-T-0834 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and Class Deviation 2005 -o00001. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible. Offerors may be authorized dealers or resellers of the product that they are offering to the Government. FOB is destination, US Army-Picatinny Arsenal, Attn: AMSRD-AAR-QES-D, Dr, Paul Wilson, Bldg. 92, Picatinny Arsenal, NJ 07806. Delivery is to be within thirty (30) days after contract award. The Government intends to award from this solicitation to the lowest price responsible offeror proposing a product that meets or exceeds the specifications below, with the selection criterion is listed in order of importance: Performance, Schedule, and Cost. For Sensys Networks??? VSN-240 (I) Performance, the Sensors shall exceed the following minimum Performance Criteria listed in order of importance: (1) Magnetic sensors must be individual self-contained 3-axis magnetometers with battery and electronics for RF transmission to receiver, (2) Senor/Receiver Modes of operation (user/field selectable): Gated XYZ, transmission to XYZ flux when triggered by presence of vehicle, continuous mode - transmission to central site of XYZ flux, event mode ??? transmission to central site of vehicle prescience, and sleep mode, (3) Sensor temperature correction: background reference measurement between vehicles to compensate for temperature drift in magnetometers, (4) Sensor data: 256 samples per second per axis, 12 bits per sample, filtration to remove noise in data above Nyquist frequency, 8 bit accuracy or better, encryption of data sent to the receiver, (5) Receiver Functions: receives via RF data from up to 16 sensors simultaneously, forwards control/,mode commands to sensors as needed, responds to control/mode commands from central site, encrypts data sent between sensor and receiver, encrypts data sent between sensor and to central site, operates with sensor in the sensor/receiver modes listed in at 2 above, detects global position of receiver site, (5) Data transmitted between receiver and central site: date/time of start of trigger event, GPS location of receiver, sensors output in point 2 above, background magnetic flux strength, (6) Receiver/sensor transmission range: 150ft horizontally or more when receiver is 24 feet above sensor plane, (7) Data transmission methods form receiver to central site: Ethernet, GPRS (cell phone), (8) Sensor Mechanical Structure: withstand more than 10,000 pound load without damage, less than or equal to 2" high and 3.5" in diameter, environmentally sealed against dust and water. (9) Dimensions of Sensor: less than or equal to 3.75" diagonal by 2" high, (10) Software requirements for receiver: LINUX or Windows XP professional operating system, Programmable in C++, all DLLs and supporting software components necessary for modifying the software in the receiver, Source Code for sensors application, (11) Receiver Mechanical structure: environmentally sealed against dust and water, (12) receiver power: battery or solar, 9V minimum and 2W power, (13) Dimensions of Receiver: 13" x 8" x 18" maximum, (14) Sensor Electronics Environment: -40C o 85C, vibration specification MIL-STD-810E, (15) Sensor Power: battery 3-year life or greater, and (16) Receiver Electronics Environment: -40C to 70C, vibration specification MIL-STD-810E. For (II) Schedule the Government desires delivery to be made within thirty (30) days of contract award. Offeror???s unable to meet the required delivery date will be disqualified and not considered eligible for award. The following provisions apply to this acquisition: 52.212-1, Evaluation-Commercial Items, the evaluation procedures to be used are: must be technically acceptable and price. Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer.
