Description
Purpose of the Appraisal. The purpose of the appraisal is to estimate values on two tracts of land located at the south end of the Roosevelt Avenue Bridge. Each property will be valued in a separate appraisal report. As part of this assignment, th e appraiser will be responsible for obtaining a title report for each tract being appraised. Each report will provide an estimate of the fee simple less subsurface mineral rights value and the estimate of a temporary work area easement over all or part of each ownership. The function of the report is to provide the value estimates for the temporary easements needed for construction of the proposed bridge improvements along with any damages to the remaining properties and to also provide estimated fee valu es for the properties so that the local sponsor can evaluate the options of which estates to acquire in support of the Rio Puerto Nuevo Flood Control Project. Property Identification. The first property is described as the Texaco Service Station, aka El Parque Service Station, located at the southwest corner of the Franklin Delano Roosevelt Avenue bridge. This property is improved two buildings. One building houses the main service station office and the other building is described as a workshop located toward the rear of the property. The second property is the Esso Service Station located at the northwest corner of the Franklin Delano Roosevelt Avenue. The Esso property is improved with a single building which is identified as a convenience store. Up on award of the contract the successful bidder will be provided a copy of any documentation which the Corps of Engineers may possess to aid in the identification/description of the subject property, i.e. mapping, surveys, cost to cure estimates and hydrolo gic data detailing impacts of the change in flooding conditions for the property. Definition of Market Value: The most probable price, as of a specified date, in cash, or in terms equivalent to cash, or in other precisely revealed terms, for which the specified property rights, should sell after reasonable exposure in a competitive market under all conditions requisite to a fair sale, with the buyer and seller each acting prudently, knowledgeably, and for self-interest, and assuming that neither is unde r undue duress. Ordering Procedures, Turnaround Time, Payment. The Government will assign work to the contractor with the issuance of a contract. A sixty (60)day turnaround time is required for all appraisal reports. Submission location is: Department of the Army, U.S. Army Engineer District Jacksonville, Attn: CESAJ-RE-S, P.O. Box 4970, Jacksonville, Fla. 32232-0019. In efforts to expedite the review process, it is recommended that the contractor submit a draft report prior to submitting the final re port. Services will be procured pursuant to FAR Subpart 13.5, Test Program for Certain Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to this Request for Quotat ion (RFQ), will be most advantageous to the Government. Price and Past Performance will be the only evaluation criteria. This acquisition is 100% set-aside for small business. The NAISC code is 531320. To be considered a small business, total gross average revenue over the last 3 years must be less than $1.5 Million. You must be registered in the Central Contractor Registration (CCR) in order to be eligible to receive an award from this RFP. RFQ will be issued on or about 15 Sep 05 and will close on or about 23 Sep 05. RFQ will be issued in electronic format only.
