Description
This is a combined synopsis/solicitation and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. THOSE INTERESTED IN SUBMITTING A QUOTATION SHALL IMMEDIATELY REQUEST AN ELECTRONIC COPY OF NAVSEA DRAWING NUMBER 5519935. The Point of Contact is Linda Mannion; lmannion@elcbalt.uscg.mil or you may call (410) 762-6475. The Solicitation Number is HSCG40-05-Q-40793 and is issued as a Request For Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The applicable North America Industry Classification System (NAICS) Code is 332995 and the business size standard is 500 employees. The U.S. Coast Guard YARD has a requirement for a contractor to manufacture water shields for the MK75 gun in accordance with NAVSEA Drawing Number 5519935 (copies may be obtained by calling the agency). The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Jan 2005) and the following addenda: General Instructions: It is intended to award a firm-fixed price purchase order for a quantity of two (2) each, with the option to purchase additional quantities over four (4) one-year option periods. Delivery shall be made F.o.b. Destination to U.S. Coast Guard Engineering Logistics Center, Receiving Room, Building #88, 2401 Hawkins Point Road, Baltimore, Maryland 21226, within 90 calendar days from date of award. Submission of Offers: Price/Delivery Proposal: Quotations may be submitted on company letterhead stationary and must include the following information: Request For Quotation Number, Payment Terms, discount offered for prompt payment, proposed delivery in calendar days, unit pricing and extended pricing. For evaluation purposes only, Offerors shall provide pricing for ITEM 0001, Manufacture Water Shield, for MK75 Gun, QTY ? 2 EACH. The Government shall have the option to purchase additional water shields on a requirements basis during the four (4) one-year options. The quantity of two (2) water shields ordered during the four (4) one-year options is only an estimate and is not a representation to an offeror or contractor that they will be required or ordered. For evaluation purposes only, Offerors shall provide pricing for the four (4) one-year options as follows: OPTION ITEM 0101, QTY 2 Each, OPTION ITEM 0201, QTY 2 Each, OPTION ITEM 0301, QTY 2 Each, OPTION ITEM 0401, QTY 2 Each. Pricing shall be quoted F.o.b. Destination. Offers shall also include the company Tax Information Number and DUNS Number, and must include the required FAR 52.212-3 Offeror Representations and Certifications-Commercial items (Mar 2005). Copies may be obtained by calling the Agency. Additionally, one relevant past performance reference shall be provided, including company name, telephone number, and point of contact. Technical Proposal: The offeror shall submit a technical proposal that provides documentation/evidence to show that they meet the Minimum Mandatory Requirement stated below. A proposal that merely states that the offeror meets all the requirements of the solicitation may be determined technically unacceptable. Past Performance Proposal: Offeror shall provide one (1) relevant past performance reference along with a point of contact and telephone number. Evaluation of Offers: All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The Government will evaluate all offers to be qualified for award as follows: The Government will review each proposal submitted in response to this solicitation and make award to that offeror, whose offer, conforming to the solicitation, represents the Best Value to the Government, considering Technical, Past Performance, Delivery Schedule, and Price. Technical is significantly more important than Price, Past Performance, and Delivery Schedule, and shall be evaluated based on the following Minimum Mandatory Requirement: A company must have performed work to manufacture a water shield at least seven (7) feet or larger in diameter, manufactured of aluminum, within the past five (5) years. Price, Past Performance, and Delivery Schedule are considered to be approximately of equal importance. Any offeror who does not possess this minimum mandatory requirement will not be included in the competitive range and will not be considered further for award. Price evaluation will be performed by the Contracting Officer to determine the reasonableness of each proposed price and to determine the Offerors understanding of the work and ability to perform the contract. The evaluated price will be obtained by multiplying the quantity times the unit price for each of Items 0001, 0101, 0201, 0301, and 0401. The total of each Item will then be added together to arrive at a total evaluated price. The Government reserves the right to make an award without discussions.
