Description
The Defense Energy Support Center (DESC), Defense Logistics Agency, as the Department of Defense (DoD) intends to execute an unrestricted procurement for tow away transportation services for the movement of various grades of Hydrazine and Dinitrogen Tetroxide (N2O4), in government owned trailers from several fill points to end users. Offeror must meet the driver requirements as stated in Department of Transportation (DOT) Exemptions 3121 and 10631. To be eligible for consideration, the offeror must be registered with the Freight Carrier Registration Program (FCRP) in accordance with (IAW) DoD Defense Transportation Regulation (DTR) 4500.9-R; and maintain a rating of satisfactory as assigned by the Federal Motor Carrier Safety Regulations (FMCSR) under Title 49, Code of Federal Regulation (49 CFR). The offeror shall assume all liability normally associated with the transportation of these products. The period of performance is 1 May 2006 through 30 Apr 2011. The offeror shall propose and bid on the total number of shipments DESC has forecasted as requiring a tow-away service for the movement of government owned trailers. The Government is considering several business approaches relative to the delivery of bulk hypergols. This requirement represents only one of these options. The approach that is in the best interest of the Government will be chosen, with the business case analysis built primarily around price. Hence, the Government reserves the right not to award a contract under this requirement if another business approach is more favorable to the Government. One Firm Fixed Price Indefinite Delivery Indefinite Quantity type contract will be awarded for the required services. The solicitation will be issued on or about 27 September 2005 and will be posted to the FedBizOpps web page (http://www.fedbizopps.gov/). The applicable NAICS Code is 484230. A hard copy of the solicitation may be requested; however, only written, e-mailed or faxed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which shall be considered by the agency.
