Description

Sole Source Justification for licensing the software application Meridian from Endeavor Information Systems Incorporated (EISI). The National Agricultural Library (NAL) on behalf of USDA desires to acquire the Meridian software module from the Vendor named above, for use with the Voyager Integrated Library System (ILS) already in operation at the Library. This Meridian module is designed to manage the library?s electronic journal subscriptions capturing information on the titles licensed, the financial details of the subscriptions, and the rights and permissions permitted by the license. This electronic rights management (ERM) information will be displayed to authorized staff and where appropriate as part of NAL?s AGRICOLA public catalog. The Meridian application is tightly coupled with the rest of the Voyager application and is able to extract and display data stored in other Voyager modules. EISI has not licensed any other vendor?s applications to permit direct access into their application for the collection and display of ERM information. Therefore, Meridian is the only product available on the market that will satisfy the Government?s need. Since the Meridian product is only available for EISI, the Government intends to award a purchase order on a sole source basis to EISI for Meridian.
