- The U.S. Department of Commerce/National Oceanic Atmospheric Administration on behalf of Bureau of Economic Analysis intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with D.K. Shiflette & Associates, 7115 Leesburg Pike Falls Church, VA 22043. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 12, Acquisition of Commercial Items. Description: The Bureau of Economic Analysis has a requirement to provide the International Trade Administration (which funds production of the Travel & Tourism Satellite Account(TTSA)) with a complete and consistent set of travel and tourism estimates. BEA is updating its TTSA?s for calendar year 2004. BEA is seeking the same set of tourism-related data that were supplied by D.K. Shiflett & Associates, Ltd. (DKSA) to create the 1997-2003 TTSAs for calendar year 2004. The primary goal is to secure the best, most comprehensive data as appropriate inputs consistent with the data provided to BEA for 1997-2003. The DKSA data provide detailed measures of U.S. travelers? spending both in and outside the U.S., U.S. Accommodations Volume, U.S. Domestic Vehicle Mileage, and U.S. Activities Volume. The DKSA data is the best obtainable in terms of coverage, quality, frequency, reliability, and availability. DKSA is the only vendor capable of providing data that is fully consistent with the DKSA data used in prior years. DKSA is also the only vendor found that can provide the full range of tourism-related data that we require. If another vendor was used to produce the TTSA-related data, BEA would require these data not only for calendar-year 2004, but for calendar years 1997-2004, inclusive, in order to assure a consistent data series as required by the International Trade Administration. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above.
