Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-(ORS-L)-2005-173-DDC, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 611430 and the Size Standard is $6.0M for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures. The National Heart, Lung, and Blood Institute for the National Institute of Health (NIH), Library, Division of Library Services, intends to purchase Multi-day, On-site Learning Organization Training. The objective of this requirement is to seek a trainer for the Division of Library Services, with in depth knowledge of the federal government environment to provide on site multi-day training in the basics of learning organization principles. This will include opportunities for practice in the five learning organization disciplines - shared values, personal mastery, team learning, mental models and systems thinking. In addition, optional training in facilitation skills for a smaller group of staff members is sought. Finally, trainers must discuss the special issues and limitations that must be considered in the federal setting when implementing these principles. General Requirements Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment and services (except as otherwise specified herein) and perform the work set forth below. Specific Requirements: The Contractor shall perform the services associated with coordinating, planning, preparing, and delivering the required learning organization training. The Government prefers that the professional services staff who provide the training have documented favorable past performance doing similar training for other government agencies. The Contractor will provide a proposed curriculum with several options for offering the multi-day training that take into consideration the need to staff a public facility seven days a week. The Government prefers that training be offered in segments with breaks of a month or more between sessions to give Division staff a chance to absorb and practice new skills between sessions. The Government requests separate quotes for the Introduction to Learning Organization Principles training and the Facilitation Skills training. The Government prefers the option to acquire one or both. Period of Performance: The period of performance is one (1) year beginning September 30, 2005 through September 30, 2006. Deliverables: 1.A detailed curriculum plan and several options for providing multi-day training with costs associated with each option. 2. Multi-day on site training. Government Responsibilities: The Government will provide the facilities and equipment needed to present the training. Project Officer Responsibilities: The Project Officer is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the Statement of Work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. The Government may unilaterally change its Project Officers? designation. Inspection and Acceptance: The Project Officer is designated by the Contracting Officer as the duly authorized representative to perform inspection and acceptance of materials and services to be provided. Inspection and acceptance will be performed at the NIH Library, Bethesda, MD. Proposal Submission Instructions: The Contractor must submit with their quotation the following: 1.A technical and cost proposal of each option for providing multi-day, on-site training in learning organization (LO) principles and the five LO disciplines to all Division staff (45-50 people). 2. A technical and cost proposal for providing Facilitation Skills training to 10-15 people. The Government reserves the right to terminate the requirement for its convenience, due to unacceptable performance. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The Evaluation procedure is based upon the following technical criteria: (1) The Curriculum Plan: The plan provides a detailed description of the material to be covered including learning objectives for each module. The order of presentation is logical; learning is cumulative (each learning module builds on previous modules), 35 points. (2) Technical Approach: Suitability of teaching methods/approach employed for large groups. Methods maximize opportunities for students? to practice and internalize lessons. Methods demonstrate high level understanding of adult learning principles, 25 points. (3) Personnel: The qualifications and experience, especially as it relates to the learning organization of the trainer, 20 points. (4) Past Performance: Documented past performance presenting similar training, especially with other federal government agencies. References, 20 points. Total Possible Score - 100 points. The award will be made to the lowest priced, technically acceptable proposal meeting the Government?s requirements. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause read as follows: The offeror must include in their proposal, the unit price, the list price, the prompt payment discount terms, the F.O.B.( Point Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The Offeror must also register in the Government?s Contractor Registry System, Note: www.ccr.gov.
