Description

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Best Locks (Best Access Systems) a Division of Stanley Security Solutions. Required items noted in the Statement of Work below include installation and equipment for the purchase of a video surveillance access control system for the Medical Logistics to include matching existing locks and security systems presently used within the Medical Group Complex (8 buildings) with Best Access Locks and Security devices. Items to be purchased are: CLIN 0001: QTY (1 LS) INSTALL AND PURCHASE A VIDEO SURVEILLANCE ACCESS CONTROL SYSTEM FOR MEDICAL LOGISTICS IN ACCORDANCE WITH THE STATEMENT OF WORK (SOW) BELOW. Statement of Work for Video Surveillance Access Control System is as follows: 1. SCOPE: The work covered by the provisions of this contract consists of furnishing all labor, tools, equipment and supplies necessary to install surveillance access control system in Bldg 2800. The contractor is responsible for: a. (Access Control System) Proximity card readers will be provided for the double exterior door leading from the perimeter of the building into room #3307, the interior double door in Corridor #3218, the perimeter door in the area of room #3401, the interior wood door leading to Room 3200, the perimeter door leading to Room 3200, and the exterior and interior doors leading into Room 2900. Magnetic locks will be installed on the four perimeter doors, and the interior door leading to Corridor 3218. An electrified cylindrical IDH Max lock will be installed for the operating half of the double door leading to Room #3200, as well as the interior door leading to Room 2900. All magnetic locked doors will also have a request to exit motion sensor, plus and emergency exit push button with time delay. All exit buttons will be provided with tamper covers to deter usage except in emergency situations. This will assist in preserving the life of the button as well as wear and tear due to unnecessary usage for exit. No cameras are included with this project. b. (Common Equipment) Each room will be provided with an Intelligent System Controller, network interface, access control power supply, locking equipment power supply, camera power supply, and DVR(in rooms with camera only), key override switches for all magnetic locks and electrified bolt locks, necessary cable for access control and video systems. 2. MATERIALS: The 4th Medical Group will provide Dell Precision 370 Workstation ? Pentium 4 Processor 3.0 GHz, 120/220V 200 Watts, 512 MB ECC SDRAM, 512 KB cache, 8XDVD+RW/+R 48X CD ROM, 40GB SATA 7200 SATA 7200 rpm hard drive, Intel PRO 1000 Ethernet communication, 17? Flat CRT Monitor (must support 1024x768), 64 MB Dual Monitor Video Card, (1) serial ports, (1) parallel port, (8) USB 2.0 ports, audio with speakers, PS/2 keyboard, PS/2 mouse with surge suppression strip, SQL 2000 personal edition, 3 year limited warranty. The government will provide network connectivity jacks in each room adjacent to head-end equipment. 3. LOCATION: This work is to be accomplished at the Seymour Johnson Air Force Base, Goldsboro, NC 4th Medical Group. 4. WORKMANSHIP: All workmanship will comply with standard trade practices. The contractor shall provide all qualified personnel, equipment, and services required to install the surveillance access control system. 5. CLEANUP: The contractor is responsible to return all work sites to the condition in which they were found. 6. WARRANTY: The contractor will guarantee all equipment and labor for one year from completion of work. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 20 Sep 05 at 4:00 P.M.
