Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The refernce number is F3BT725166A200. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-05 and DFARS DCN 20050901 Edition. All responsible sources shall submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitation is 334220. This combined synopsis/solicitation is restricted to the UK. Item/Services Description: Provision of CCTV maintenance and repair in support of AMC facilities located at RAF Mildenhall, UK. This is for the period of 1st Oct 2005 through 30th Sept 2006 to be preformed in accordance with the statement of work below: Statement of Work for CCFV/CCTV Maintenance for 727th AMS Facilities FY06 CCFV Equipment Contractor shall provide all the necessary Tools, parts, labor, and transportation necessary to provide the following: . Specific Tasks: a. On Call Repair. (1) Contractor shall establish a centralized call-in number and e-mail address for the reporting of CCFV outages. It is not necessary that the centralized call-in number be manned 24/7, only that the Contractor telephonically respond back to the unit reporting the outage within 1 duty days to begin telephone troubleshooting of the outage. Duty day is defined as Monday through Friday 0730-1630. (2) When telephone/e-mail trouble-shooting is unable to resolve the problem, the Contractor will dispatch a repair person. The Contractor will arrive on-site the next duty day to begin repair of the system. Repair actions would be on a time and materials basis. (3) The Contract will remove and replace the faulty equipment item with a like item from the prepositioned spares maintained at each location. The bad item will be turned over to the base CCFV representative for disposition. (4) The Contractor is required to report in to an appointed POC any time they arrive on-site or leave the location. Any work that has been accomplished or still needs to be done will be briefed to the designated CCFV POC. (5) The contractor is responsible for ensuring their personnel are qualified for flight-line driving and have current base passes. No works should be delayed because of out of date passes or licenses. b. Annual Preventative Maintenance Inspection (CCFV system) to be completed once during the year at least two months prior to the end of the contract, therefore preventing contract violation by over running contract dates. (1) To minimize outages and maximize the service life of the equipment, the Contractor will annually perform a PMI. The PMI can be accomplished in conjunction with an on-call repair and shall consists of the following: (a) CCFV System. 1 Inspect, test, clean, and service the head-end video equipment, cabling and Fiber optic transceivers. 2 Inspect all monitors to ensure clarity, eliminate blooming, minimize RF interference and reduce the risk of burn-in by bright lights by repositioning stationary (?staring?) cameras. 3 Inspect and test all video matrix switch functions, upgrade software as required, and replace defective components as necessary. 4 Clean all fiber optic connections at transceiver location and all intermediate patch panels with alcohol and reconnect. Only required if the end to end fiber optic testing indicates there is a problem. 5Perform an end-to-end power test of each camera location and record the results. 6 Inspect all power cables, fuses, circuit breakers, and lightning protection devices at each camera location. 7 Inspect the camera mounts at each location, repair, or replace as needed. 8 Inspect the Hoffman boxes, lightning protection and grounding, repair as necessary. 9 Perform a complete system check-out upon completion of the PMI. (b) Camera Assemblies. 1 Disassemble, visually inspect for cracks and corrosion, clean and repair all cameras and housing assemblies. 2 Clean all contacts and connectors on and inside the camera housings. 3 Test and repair interior heaters. 4 Replace desiccant packages within the camera housings. 5 Replace humidity detectors with camera housings. 6 Reassemble and weather proof camera housings. 7 Purge and recharge camera housing with contractor provided Nitrogen after reassembly. (c) Pan/Tilt Assemblies 1 Inspection of receiver/drivers, multiconductor and coaxial cable assemblies, all plug and connectors for signs of corrosion, wear, and tear and/or sun damage. 2 Pull down, disassemble, and inspect the PTZ assembly. 3 Inspect, test, and replace as necessary heater assemblies located inside PTZ units. 4 Clean, lubricate, repair, and weatherproof PTZ assembly. 5 Assemble the complete camera and remount. (2) During the PMI, the entire CCFV system can be turned off with 727th personnel concurrence. This action allows the Contractor free access to the entire CCFV system. (3) The Contractor is expected to contract service from a local vendor (if needed) to provide high reach capability to facilitate removal and reinstallation of CCFV equipment. This maintenance schedule is to be carried out for the areas stated below, and will include tools, gases or access equipment that may be required: EXTERNAL Check camera housings 1 to 6 for security, damage and condition of pressure gaskets. Replace if necessary. Check operations of cameras housing heaters 1 to 6. Rectify if necessary Clean cameras housing 1 to 6. Clean camera lense 1 to 6. Dismantle, clean out and re-grease/lubricate 1 to 6 pan and tilt units. Checks operation. Rectify if necessary. Purge and re-pressurize external camera housing 1 to 6 with dry nitrogen. Check all remotely controlled functions of cameras 1 to 6 i.e. pan, tilt, zoom, and focus etc. Rectify if necessary. Check cameras 1 to 6 receiver/driver for correct operation. Rectify if necessary. Check cameras 3 to 6 fiber optic transceivers for correct operation. Rectify if necessary. Check 6 Hoffman boxes for security damage and water leaks. Rectify if necessary. Check security and surge protection of coax, data lines and fiber optics cables. Rectify if necessary. Check integrity and protection of all CCFV cabling between terminal and connection points. Rectify if necessary. Check security, continuity, and cleanliness of all coax and fibers optic cable connections. Rectify if necessary. INTERNAL Check cameras 7 and 8 for security, damage, operation and condition. Rectify if necessary. Clean camera domes. Clean camera lenses. Check and adjust lens focus. Rectify if necessary. Check, clean and adjust 14 color monitors. Check operation of 8 fibre optic receiver. Rectify if necessary. Check operation of 1 fibre optic receiver. Rectify if necessary. Check operation of 2 mutiplexers. Rectify if necessary. Check operation of 1 video printer. Rectify if necessary. Check operation of 4 keyboards. Rectify if necessary. The PMI can be accomplished in conjunction with an on-call repair and shall consists of the following: (a) CCTV System. 1 Inspect, test, clean, and service 2 X Dedicated Micro?s (DM) sprite digital recorders, cabling. 2 Inspect all monitors to ensure clarity, eliminate blooming, minimize RF interference and reduce the risk of burn-in by bright lights by repositioning stationary (?staring?) cameras. 3 Clean all fiber optic connections at transceiver location and all intermediate patch panels with alcohol and reconnect.
