- The proposed action is for services for which the Defense Contracting Command Washington, on behalf of Headquarters, United States Army Accessions Command (HQ, USAAC); Strategic Outreach Directorate, (SOD), Fort Knox, KY; Office of the Chief, Army Reserve (OCAR); and the Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 USC 2304(c)(1), Leo Burnett USA, Inc. (25 West Wacker Drive , Chicago IL 60601-1415). This bridge contract is necessary to assure continued performance for a full range of advertising services until award and initiation of performance by a successful offeror under the full and open competitive announcement number W74V8H-05-R-0042. This bridge contract is required to ensure a smooth transition period with the successful offeror on the above solicitation and avoid a break in services. This action does not affect the current competitive solicitation other than to br idge period of performance for the orderly transition to the successful offeror. This contract action will avoid disruption of necessary full service advertising agency services. The contractor shall provide a full range of services from research on targ et markets to development of an advertising strategy through production of a wide-range of advertising formats (i.e. TV, radio, media print and internet). The contractor must have the capability to offer complete advertising planning and tactical services to include; Creative (both developmental and production), Media (both planning and buying), Strategic Planning/Research, Account Services, Direct Marketing, Public Relations, Promotions Marketing and Interactive Marketing. The anticipated performance per iod will be from 30 Sept 2005 through 31 March 2006, with two 3-month option periods. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by 22 September 2005. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination by the Government not to com pete this requirement after consideration of any responses is solely within the discretion of the Government. The contractor must be able to begin performance under this contract immediately upon award.
