- PROJECT INFORMATION: Solicitation No. W9128F 05 R 0042. On or about 7 October 2005, this office will issue Request for Proposals for the construction of REPAIR RUNWAY, SGBP 050016, OFFUTT AFB, NEBRASKA. Proposals will be received on or about 22 Novem ber 2005. This solicitation is UNRESTRICTED, open to both large and small business participation. Site visits must be arranged in advance for access to Offutt AFB, Nebraska. A site visit is scheduled for 26 October 2005. Offerors shall call the Offutt Res ident Engineer, U.S. Army Corps of Engineers, P.O. Box 13287, Offutt AFB, NE 68113, Telephone: 402- 293 2540 or FAX 402-291 8177, a minimum of 24 hours prior to date of scheduled site visit. Offerors wishing access shall provide the following information: Name of Contractor. Names of individuals. Social Security numbers. A second identification, i.e., driver's license number and state. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following Approx. quantities Temporary West Apron Airfield pavement repairs and remodeling of existing Hangar 998 for temporary office space located at Lincoln Municipal Airport, Lincoln, Nebraska. Runway repair work at Offutt AFB includes: Removal of Portland cement concrete and asph alt pavements. New work includes: 129,000 square yards of Portland cement concrete, thickness varies from 5 to 24 inches thick, with steel reinforcement; 32,600 square yards of 2-inch thick Hot-Mix Asphalt; 13,600 square yards pavement markings; 25,500 lin eal feet of field molded joint sealant; 105,000 lineal feet of compression seals for concrete pavement; 72,000 square yards geotextile; 9,000 lineal feet of sub-drainage piping; high intensity approach and threshold lighting and terminating bar lights at n orth and south ends of runway. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation fact ors. All technical factors excluding price when combined, are approximately equal to price. The technical evaluations factors include: Construction Experience; Past Performance, Construction; Offerors Key Construction Personnel Qualifications and Construct ion Experience; Schedule; and Utilization of Small Business. Price will be subjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $15,000,000 and $20,000,000.Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Eng ineers considers the following goals reasonable and achievable for fiscal year 2005: Small Business: 50.9%. Small Disadvantaged Business: 8.8% Women Owned Small Business: 7.2%. Service-Disabled Veterans: 0.5%. Hubzones: 2.9%. All of the goals are based on planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the number of days submitted on the proposed Const ruction Performance Schedule after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including t he power of attorney shall bear an original signature by an officer of the surety. The Request for Proposal documents are available on Compact Disk CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limit ed to one per firm. Request for Proposal documents will not be provided in a printed hard copy format.
