Description
In general, work will consist of the following: Provide all supervision, labor, plant, equipment, materials, and all other items necessary to make Emergency Temporary Roof Repairs for Homes/Buildings damaged by Hurricanes in the areas identified abo ve by: 1) installing Government-Furnished plastic; 2) furnishing and installing structural panels; 3) furnishing and installing joists and rafters, and 4) preparing submittals. As a minimum, the Contractor shall repair at least 500 roofs per day. The con tracts are primarily being established to serve the five state boundary of the South Atlantic Division of the U.S. Army Corps of Engineers (USACE), however each contract shall include a provision allowing for their use throughout USACE, if contingency supp ort is required by another Corps of Engineer District Office. Mr. Leo J. Hickman is Contracting Officer for this project. Estimated duration for this effort is a base period of six months with two option periods of 12 months each. The contracts will be Fixed-Price Indefinite Delivery/Indefinite Quantity with a Guaranteed Minimum of $5,000. Multiple Awards of at least seven (7) Indefinite Delivery  Indefinite Quantity (IDIQ) Roof-Repair Contracts will be made as follows: three Unrestricted awards, two 8(a) Set-Aside contracts awarded to 8(a) firms, one HUB-Zone Set-Aside contract awarded to a HUB-Zone firm, and one Service-D isabled Veteran-Owned Small Business Set-Aside contract awarded to a Service-Disabled Veteran-Owned Small Business (SDVOB). The maximum dollar value of these contracts is $100,000,000.00 per contract, with a provision allowing for a modified increase in t heir total awarded value not-to-exceed 100% of the stated value in the event that such action is warranted due to the magnitude of storm devastation that may be potentially experienced over the life of these contracts. The NAICS Code assigned is 238160 wi th a Size Standard of $12M. This procurement will be advertised as a Competitive Best Value, Request for Proposal. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by t he agency. Large business firms are required to submit a subcontracting plan at the time of proposal submission. NOTE 1: This solicitation is being issued subject to availability of funds to be provided by FEMA. NOTE 2: The solicitation package will b e available for download on or about 30 Sep 2005. NOTE 3: Wage Determination Information will be in the solicitation package. NOTE 4: Proposal due date will be 1 Nov 2005, 2005, 2:00 PM CDT. NOTE 5: The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
