- Contracting Office Address Department of the Navy, Supervisor of Shipbuilding, ADP Department 4101 Washington Avenue, Newport News, VA 23607 Description THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested and a written solicitation will not be issued. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-26. This solicitation number N62793-05-T-0008 is issued as a competitive request for a quote (RFQ). The Supervisor of Shipbuilding objective of this initiative are to upgrade the SUPSHIP Newport News Network software, hardware, infrastructure, documentation and procedures as outlined in Tasks 1 through 4 below. Task 5 involves DITSCAP accreditation of the resultant SUPSHIP network in the following Statement of Work (SOW). 1.1. ADP Environment. SUPSHIP Newport News Network. Livelink MS Access Visual Basic for Applications MS SQL Server TCP/IP HTML 2. SCOPE OF WORK. 2.1 Project Background. 2.1.1 The Supervisor of Shipbuilding, Newport News (SUPSHIP) Windows NT Network is an NT 4.0 Single Master domain model. The SUPSHIP Domain holds all of the accounts for all SUPSHIP commands around the world. Each command has a resource domain of which all of the local commands server and workstations are members. The Supervisor of Shipbuilding Automated Information Center (SUPSHIP AIS Center) is responsible for the maintenance of the SUPSHIP domain. SUPSHIP Newport News controls and maintains the Resource Domain NNVA. This Resource Domain is the domain that would be upgraded to active directory as part of a server upgrade from Windows NT 4.0 to Windows 2003. 2.1.2 SUPSHIP has performed no significant hardware, software, infrastructure or procedural upgrades in at least 5 years while waiting for NMCI (Navy Marine Corps Intranet) implementation to fulfill those needs. 2.1.3 Hardware failures have been increasing over recent history. Replacement parts are becoming increasingly hard to find. Original manufacturer maintenance and support of old software and hardware is becoming more difficult. 2.1.4 Disaster Backup and Recovery procedures are equally obsolete and would be ineffective in recovering from disaster. 2.1.5 The current network is not Defense Information Technology Security Certification and Accreditation Process (DITSCAP) accredited. 2.1.6 New hardware has been ordered but no implementation plan has been established. 2.2 Objectives. The objectives of this initiative are to upgrade the SUPSHIP Newport News Network software, hardware, infrastructure, documentation and procedures as outlined in Tasks 1 through 4 below. Task 5 involves DITSCAP accreditation of the resultant SUPSHIP network. 2.3 Description of Tasks to be Performed. 2.3.1 Task 1: Windows Server and Infrastructure Upgrade Survey, Design and Planning 2.3.1.1 Scope: Contractor will perform the following sub-tasks: 2.3.1.1.1 Perform a survey of the existing SUPSHIP Newport News Windows NT 4.0 network environment and network infrastructure to make recommendations for upgrading the existing ADP infrastructure to provide SUPSHIP with a reliable and efficient ADP environment. 2.3.1.1.2 Interview SOSNN staff who have knowledge of the existing Windows NT and Network environment as well as those staff that understand the SOSNN requirements for security and other configurations that need to be part of the upgrade. These interviews will include but are not limited to, the SOSNN Network Manager, SOSNN ISSM, SOSNN IT engineers and AISC Network, Window and Exchange engineers. 2.3.1.1.3 Analyze collected data. Organize and document findings. 2.3.1.1.4 Develop recommendations for upgrades to the existing SUPSHIP network to provide SUPSHIP the greatest improvement for the money and equipment available for the project. Develop a recommendation for migrating from the current Windows NT 4.0 environment to a Windows 2003 domain with active directory. These recommendations will provide: 2.3.1.1.4.1 High-level design and description of how the final Windows 2003 network will be configured including the active directory design. 2.3.1.1.4.2 High-level design and description of how the final network infrastructure will be configured. 2.3.1.1.4.3 Project plan describing the steps for migrating from the current Windows environment and optimal use of the new servers that SUPSHIP has purchased. 2.3.1.1.4.4 Project plan describing the steps for migrating from the current network environment and optimal use of the new network equipment that SUPSHIP has purchased. 2.3.1.1.5 Present the recommendations to SOSNN Code 162 Staff. 2.3.1.2 Deliverable Products: 2.3.1.2.1 A written recommendation for migrating from Windows NT 4.0 to Windows 2003 and upgrades to the SUPSHIP ADP environment. This will include 2.3.1.2.1.1 Design for the Windows 2003 Active Directory Domain(s), 2.3.1.2.1.2 Plan for migrating from the existing NT network to the proposed Windows 2003 network 2.3.1.2.1.3 Preliminary project plan outlining the time required to perform the upgrade and identifying the risks of impacting the production environment. 2.3.1.2.1.4 Description of each major infrastructure upgrade, its net benefit and risk if not performed 2.3.1.2.1.5 Preliminary consultant time estimates for implementation efforts. 2.3.1.2.1.6 Prioritized list showing which upgrades will provide the greatest impact to the SUPSHIP environment. 2.3.1.2.1.7 Assumptions to be included in planning and execution. 2.3.1.2.2 Consultants will provide a presentation to SOSNN ADP staff of the proposed network upgrades and the impact that the upgrades will have on the SUPSHIP ADP environment. 2.3.2 Task 2: Implement Windows 2003 and Infrastructure Upgrade 2.3.2.1 Scope 2.3.2.1.1 Consultants will perform upgrades to the SUPSHIP network infrastructure and migrate the existing Windows NT 4.0 network to Windows 2003. The scope of the work to be done, including the migration plan, time estimates for the project and the network design, will be defined by the deliverables presented to SUPSHIP in Task 1. 2.3.2.2 Out of Scope 2.3.2.2.1 Tasks that will be considered out of scope for the project will be those not defined by the deliverables presented to SUPSHIP in Task 1. Exceptions will be handled by change orders. 2.3.2.3 Deliverable Products: The contractor will provide the following deliverables to SUPSHIP 2.3.2.3.1 Consultants will deliver and install upgrades to the SUPSHIP network as defined by deliverables in task 1. 2.3.2.3.2 Consultants will provide detailed documentation of the configuration of the new SUPSHIP network. This will include documents required to perform a DISCAP of the new system and documentation for ADP staff on maintenance procedures of the new network equipment. 2.4 Expertise. 2.4.1.1 Network Engineer Skills. 2.4.1.1.1 The contractor must have a working knowledge and experience in personal computer hardware and software including government networking. Experience is required with installation, cabling, configuration, monitoring, and debugging of networking hardware such as routers, bridges, switches, and servers; the installation, configuration, and monitoring of security devices such as firewalls, virtual private networks, and proxy servers; and the loading and configuration of server/workstation software including email packages, web servers/browsers, and anti-virus software. 2.4.1.1.2 Experience in providing ADP support to an integrated data environment. Good technical and analytical skills are required with preferred experience in aircraft carrier overhaul support. 2.4.1.1.3 Experience with complex network and distributed systems problem isolation/resolution support using hardware and software tools, and experience with selecting, testing and prototyping new operating systems, network operating systems and network management software. 2.4.1.1.4 Experience providing engineering services for guidance and support of the development and maintenance of a large complex network (with interfaces to other government agencies). The contractor shall have engineering expertise in the design and growth of a large complex network. 2.4.1.1.5 Experience in providing engineering services for the development and maintenance of a large complex electronic data interchange (EDI) environment to include the exchange of electronic information with other offices, with preferred experience in aircraft carrier overhaul support. 2.4.1.1.6 Contractor must have working knowledge and experience building and administering Windows 2003 networks. 2.4.1.1.7 The individual must be a Microsoft Certified Systems Engineer (MCSE 4.0 and MCSE 2000) capable of obtaining a local administrator account as defined by Code 170 of SUPSHIPNN. The following are the requirements from the Code 170 AISC for an administrative account 2.4.1.1.7.1 Administering Microsoft Windows NT 4.0/2000 2.4.1.1.7.2 Supporting Microsoft Windows NT 4.0/2000 Core Technologies 2.4.1.1.7.3 Supporting Microsoft Windows NT Server 4.0/2000 Enterprise 2.4.1.1.7.4 Microsoft Exchange 5.5 - Concepts and Administration 2.4.1.1.7.5 Knowledge of the Navy Marine Corps Intranet (NMCI) network operations concept 2.4.1.1.7.6 Knowledge of and experience in function of Virtual Private Networks (VPNs) 2.4.1.1.7.7 Knowledge of and experience in function of Checkpoint Security Firewall operations 2.4.1.1.7.8 Knowledge of and experience in working with and programming Cisco routers 2.5 Acceptance Criteria and Procedures 2.5.1 The Government?s designated inspection authority will inspect the Windows 2003 network design and migration report and be present at the presentation to SOSNN ADP Staff. At the end of the entire effort, the inspection authority will sign a Deliverable Acceptance form. 2.5.1.1 The Government will review each deliverable once by the agreed upon acceptance criteria and notify the contractor of any deficiencies. Acceptance or rejection must be completed within 5 business days of receipt of Deliverable Acceptance form from the contractor. The contractor will have 15 business days to correct the issue(s). 2.5.1.2 A weekly status report will be generated and presented to the client. 3.0 GOVERNMENT FURNISHED RESOURCES 3.1 Facilities, Supplies and Services. Work space, computers and peripheral equipment, furniture and all operating supplies. 3.2 Information Sources. All necessary technical and operational manuals and other information will be provided by the Government. 3.3 Documentation. Necessary documentation will be provided 4.0 ADMINISTRATIVE CONSIDERATIONS 4.1 Place of Performance. 4.1.1 Work is to be performed on-site at the following Government installations: SUPSHIP Newport News Carrier Refueling Project Office 4101 Washington Street Newport News, VA 23607 4.1.2 The Government furnished resources identified in 3.0 above may be obtained during the following hours: At any time during the standard shift hours. 4.1.3 Overtime. No overtime shall be worked without prior approval, in writing, by the Technical POC. 4.2 Duration of Task. 4.2.1 The Base Period of Performance of this task shall commence upon issuance and continue for a period of one year. The government shall have the unilateral right to exercise option periods. The Government may extend the term of this contract by written notice to the contractor within 15 days of the expiration of the existing period of performance, provided that the Government shall give the contractor a preliminary notice of it?s intention to extend at least 10 days before the contract expires. The preliminary notice does not commit the government to an extension. 4.2.2 The government shall have the unilateral right to exercise option periods. 4.3 Security and Privacy. 4.3.1 Clearances. U.S. Citizenship and a minimum of a Department of Defense CONFIDENTIAL security clearance is required of each task performer assigned to the task. 5.0 SPECIAL INSTRUCTIONS 5.1. General/Miscellaneous Computer facility access badges, computer access ID numbers, passwords, etc., will be furnished by the client agency 5.1.1. Task Management. The Government will not supervise the day to day activities of assigned contractor personnel. The Contractor will provide total task management. 5.1.2. Coordinate with the TPOC in the assignment and prioritization of requested work. 5.1.3. Be responsible for the security of all input and output data. 5.1.4. Maintain the operators manuals containing comprehensive instructions concerning both routine and unusual situations as approved by the TPOC. 5.1.5. Provide instructions to task performers and insure that work progresses to meet deadlines. Plan work schedules for task team. 5.1.6. Notify TPOC of any computer equipment problems, safety discrepancies, errors, or impacts. The TPOC will assess impact of discrepancies or errors on production schedules and arrange for corrective action as required. 5.1.7. All performers will comply with standard operating procedures and all work will be done in accordance with the applicable standards. All security violations will be promptly reported to the CR. 5.1.8. Telephones are for official or emergency calls only. No personal phone calls are to be made from Government phones. 5.1.9. All products produced under this task are to clearly identify they were produced and provided by CODE 162. There is to be no reference to indicate the product was produced by the Contractor. 5.1.10. All products, documentation, ADP software, data files, reports, etc. developed to support this task are the sole property of CODE 162 and shall not be shared or used by any activity except CODE 152 without the written consent of CODE 162 and all such products shall be surrendered within two (2) working days when requested in writing by CODE 162 5.1.11. Meetings and Reports. Monthly (or as requested) meetings will be held to cover progress, resources to date, current activity, future plans, and any problems encountered. The GSA ITM/TA and the CR will evaluate the Contractor performance through use of the monthly status meeting and other information available. The evaluation criteria shall include both quantity and quality of work, with an emphasis on the quality. 6.0 STANDARDS AND REFERENCES. 6.1 Standard Operating Procedures Manual for systems contains all necessary operating instructions for the local systems plus security requirements and references, local administrative procedures and requirements and any other pertinent information necessary for Contractor personnel. 7.0 MONTHLY STATUS & USAGE REPORTS 7.1 Contractor shall submit Monthly Progress Reports indicating what work was accomplished during the month for each Sub-Task, any problems, and what work is anticipated for the next month. In addition, the Contractor shall submit a Usage Report which shows (by Sub-Task) authorized hours, monthly usage (by individual & skill level), the balance of hours by skill level, and the travel & ODC?s authorized, used, and balance(s). Contractor shall provide a breakdown for each Sub-Task.
