Description
The Marine Corps Systems Command intends to issue a competitive solicitation to provide products required to support the Program Manager, Fire Support Systems (PM FSS) as the life cycle manager for the Common Laser Rangefinder (CLRF). The True-North Azimuth Determination System (T-NADS) program fulfills a pre-planned planned product improvement (P3I) requirement for the CLRF Program. This competitive solicitation is anticipated to result in a Firm Fixed Price (FFP) indefinite delivery/indefinite quantity contract for T-NADS. The True-North Azimuth Determination System shall include one (1) each of the following components: (a) Lightweight, portable True-north sensor; (b) Interface device to the Vector 21B Laser rangefinder; (c) Two (2) sets of batteries; (d) field transport case (if required); (e) Operators Manual; (f) Training manual and Quick Reference Card; (g) Two (2) year warranty; and (h) Shipping. Four (4) production representative test articles and a proposed training package must be delivered within thirty (30) days of contract award. The contract will contain options to procure from 300 to 500 T-NADS per year in FY06, FY07, and FY08. The proposed T-NADS must meet the following critical performance specifications: (a) Not affected by Magnetic fields; (b) Interoperable with the Vector 21B and its accessories; (c) Independent use of Vector 21B; (d) Interoperable with the Defense Advanced GPS Receiver (DAGR) using IS-GPS-153D message 5029. Performance specifications considered ?Very Important? include: (a) True north azimuth accuracy: 8 mils in less than 300 seconds, 4 mils in less than 360 seconds; (b) Move short distances (~5m) without requiring recalibration and with limited reduction in accuracy; (c) powered by batteries common to the Marine Corps inventory; (d) battery life; (e) operational suitability (NBC, environmental, submersion and other MIL-STD-810 tests); (f) increase the weight of the Vector 21B system by no more than 2.5 lbs; and (g) life cycle support. Additional specificatio ns will include (a) human factors; (b) set-up time; and (c) upgradeablilty. Testing requirements will include: (a) Battery safety certification; (b) Vector 21B and DAGR interface evaluation; and (c) Limited User Tests (LUT). Offerors will be asked to provide any supporting product performance, test data, or other empirical evidence for the proposed systems. Safety data or other information deemed pertinent to the performance and operation of the product should be also provided. The address for delivery of the systems is Marine Corps Logistics Base Albany, Georgia. Delivery of the systems shall be FOB destination. The resultant contract will have a DPAS rating of DO-A5. The evaluation factors are shown in descending order of importance: (i) Technical capability to meet the Government Requirement to include the following subfactors: (i.a.) Product Performance; (i.b.) Product Support Plan; and (i.c.) Production Capacity/Schedule; (ii) Price; (iii) Past Performance; and (iv) Small disadvantaged business participation. All evaluation factors other than cost or price, when combined, are more important than cost or price. To facilitate evaluation of Past Performance, offerors shall provide contact information (name and current phone number) for customers or other parties (commercial or military) who can evaluate your firm in regards to the following: Delivery Schedule Compliance, Quality of Products and Services, and Overall Customer Satisfaction with Products and Services. This documentation may be provided as soon as assembled, after release of the solicitation. Past Performance databases and other references may also be utilized in evaluating past performance. A Pre-Proposal Conference is tentatively scheduled for Friday, October 28, 2005. Location is to be determined. In case of conflicts between informat ion contained in the formal solicitation and that contained in this pre-solicitation notice, the information in the formal solicitation will govern. All available documents and the most current information regarding this acquisition will be available at the Navy Electronic Commerce Online (NECO) web page at http://www.neco.navy.mil. Written components of the Offer shall be provided via standard mail to Marine Corps Systems Command, Attn: Mr. Edwin Wright, 2200 Lester Street, Quantico, VA 22134-6050; via overnight carrier to Marine Corps Systems Command, Material Management, Supply Officer, 2201A Willis St., Quantico, VA 22134-6050; or hand carried to Mr. Edwin Wright in Bldg. 2200 on Marine Corps Base Quantico. Facsimile and e-mailed submissions are not permitted. Offerors are advised to allow adequate time to have your proposal received no later than 1:00 p.m. on Thursday January 12, 2006. Each offeror is required to submit one (1) complete production representative T-NADS to be tested/evaluated by the Government in order to verify the system?s capabilities. Production-representative Systems may be hand carried to Mr. Edwin Wright in Bldg. 2200 or sent to the 2201A Willis Street address above. These systems must be provided not later than the proposal receipt date. IF AN OFFEROR FAILS TO PROVIDE A PRODUCTION REPRESENTATIVE SYSTEM WITH THEIR OFFER AND A GUARANTEE OF 4 MORE SYSTEMS FOR TESTING WITHIN 30 DAYS OF CONTRACT AWARD, THE OFFEROR WILL BE ELIMINATED FROM FURTHER CONSIDERATION FOR AWARD UNDER THE SOLICITATION.
