Description
ANY REQUESTS MUST BE WITH YOUR COMPANY NAME, ADDRESS, TELEPHONE AND FAX NUMBER, PLEASE NO EMAILS. THERE SHALL BE A MANDATORY ON-SITE MEETING. SIGN-IN IS AT 9:45 AM IN THE PURCHASINGOFICE, FIRST FLOOR, HALLIGAN HALL ON 21 SEP 05 AT 10:00 AM DEPART TO SEE SITE. ALL CONTRACTORS THAT WISH TO ATTEND MUST SUBMIT THE ON-SITE REQUEST FORM PRIOR TO 19 SEP 2005 AT 10 AM. The U S Naval Academy has a requirement for a contractor to provide four (4) 1,000 gallon propane tanks, regulators, vaporizer, above ground piping and tank refills for a base year starting 1 Oct 05 through 30 Sep 05 plus two (2) option years starting 1 Oct 06 through 30 Sep 08 as per the Scope of Work. Estimated amount of propane each year shall be 18,000 gallons. This solicitation shall close on Friday 23 September 2005, at 3:30 PM local time. Your bid shall be completely filled out and returned with all required information. Failure to do so shall deem bid to be unacceptable and rejected. This is a 100% small business set-a-side. SCOPE OF WORK FOR GLENN WARNER SOCCER CENTER, BUILDING 150 Work to include, but not limited to, providing propane tanks, regulators, vaporizer, above ground piping, and tank refills for a base year beginning 1 October 2005 through 30 September 2006 plus two (2) option years from 1 October 2006 through 30 September 2008. Contractor shall furnish all labor, materials, transportation, service, and equipment necessary for and incidental to all designated work. Contractor shall commence work within five (5) calendar days from the date of award and shall complete all work, ready for use, three (3) days following commencement of work. There are no drawings and/or plates for this requirement. Contractor shall warrant all repairs, installations or modifications of equipment furnished under this contract to be free from defects in material, workmanship, and installation for the three (3) years from the date of acceptance by the Contracting Officer. All warranty conditions shall conform to the Federal Acquisition Regulation (FAR) clause 52.246-21 and LANTNAVFACENGCOM instruction 4340.3. Prior to acceptance by the Government, the contractor shall furnish the Contracting Officer with written warranties for each item of equipment installed, repaired, or modified; and the contractor shall provide any extended or special warranties exceeding one (1) year from the date of acceptance provided by the manufacturer. All warranties shall be delivered in an individual, hard-backed three ring binder. The binder shall be labeled on the binding with the facility number, contract title, contract number and identified as ?Warranties?. Each warranty shall provide the contractor?s company name, point of contact, address, telephone and fax numbers, date of acceptance and the warrantor?s representative nearest the location where the equipment or appliance was installed. The contractor shall tag each item of warranted equipment with a durable, oil and water resistant tag approved by the Contracting Officer. Tags will be attached to the equipment securely with copper wire. In the event a tag cannot be installed a fade resistant, water resistant, heat resistant label or seal approved by the Contracting Officer shall be applied. For roof installations or repairs this information shall be installed as describe above, but is shall be posted at any access to the roof. The Contracting Officer shall determine what type tag or label is appropriate prior to installation of such tags or labels. The inspector?s signature shall be left blank until the work is accepted by the Contracting Officer. Following acceptance by the Contracting Officer and the signature of the inspector the tags shall be sprayed with a clear silicone waterproof coating. The tags shall show the following information: EQUIPMENT WARRANTY TAG Type of Equipment_____________________________________ Acceptance Date________________________________________ Warranty Until__________________________________________ Under Contract Number___________________________________ Inspector?s Signature_____________________________________ NOTICE DURING THE WARRANY PERIOD, ACTIVITY PERSONNEL SHALL PERFORM ONLY PREVENTIVE MAINTENACE Call Public Works Warranty Coordinator at 410-293-1206 for Non-PMI related problems Warranty Repairs ? Any equipment repaired during the warranty period shall be warranted from the date of repair for a period of one (1) year per FAR Clause 52.246-21 unless an extended warranty applies. Warranty Response Time ? Per LANTNAVFACENGCOM Instruction 4340.3 a reasonable time to respond to a warranty call issue is within 72 hours. EQUIPMENT AND/OR MATERIALS - Four (4) 1,000 gallon propane tanks, (vendor owned). One (1) AE 120 gallon per hour Vaporizer (vendor owned). Two (2) High Pressure Regulators (Fisher Model 627/7710) or equal to (vendor owned). One (1) Second stage regulator (Fisher Model S202H-CNK) or equal to (vendor owned). Misc. pipe and fittings, suitable for propane use (for above ground tank connections). Estimate 18,000 gallons per year of propane - Delivery for the term of the contract EXECUTION - Provide, rig, handle, set and level four (4) 1,000 gallon propane tanks on concrete pad beside the Glenn Warner Soccer Center. Secure main propane shut off valve to building. Install regulators, vaporizer, make all piping connections and leak test all new piping joints. Fill propane tanks, vent system and put system back in operation. Refill for four (4) 1,000 gallon propane tanks for base year plus two (2) option years. COMPLIANCE - NFPA 58 Liquefied Petroleum Gas.
