Description
THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT ONLY INDEFINITE QUANTITY CONTRACT FOR ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR VARIOUS PROJECTS AT PUERTO RICO AND THE VIRGIN ISLANDS. The primary purpose of this proposed contract is to provide services for projects located within the geographic boundaries Puerto Rico and Virgin Islands. The contract will be subject to negotiation of individual work orders. In each instance total fees for services will not exceed $500,000.00 for each task. The yearly maximum shall not exceed the total contract maximum. An Indefinite Delivery Contract (IDC) will be negotiated and awarded for one (1) Base period, plus four (4) Option periods. Task Orders for the base period and option periods shall not exceed $2,000,000.00 per period. The amount of work for the duration of the contract (5 years) shall not exceed $2,000,000.00. The estimated construction value of individual projects will probably not exceed $500,000.00. General Services Administration reserves the right to select more than one firm. Firms, which possess the qualifications to perform the services described, are invited to submit a completed Standard Form 330 Architect-Engineer Qualifications no later than September 30, 2005, 4:00 p.m. EST to: GSA/PBS/2PMC-B, 625 Fulton Street, Brooklyn, NY 11201, Attn: Ms. Nilka Diaz, Contracting Officer. The services that may be required will consist of, but not limited to one or more of the following: Designs and/or Feasibility Studies for new structures, various repairs, alterations and/or improvements to Barracks, Courthouse facilities, Child Care facilities, Border Patrol facilities, Renovation and/or Alteration of Fire Protection System, Administrative facilities, Warehouses, Road and Parking lots and other existing facilities; Building condition reports; Rehabilitation of historic buildings and structures; Project Management and Inspection Services for Construction projects; Auto-CADD Services; Environmental Surveys, Reports, Studies, and Designs for the clean-up, removal, monitoring and/or abatement of asbestos, hazardous/toxic materials and petroleum products. Firms must be able to perform drafting of above design work in a computer system compatible with Auto-Cad Release 2000 or later version, be required to procure the GSA version of Master-spec directly from the American Institute of Architect (AIA) and provide construction specification using the later version of AIA Master-spec Format. The A&E firm must be able to provide design in metric system. A Request for Proposal (RFP) will be issued to the Top Ranked Firm as determined by the Selection Board(s) based upon the Selection Criteria and Interviews. All firms must be registered in the Central Contractor Registration (CCR) database prior to any award resulting from this announcement. ****SELECTION CRITERIA: The following are the selection criteria in descending order of importance. Criteria A, B, C, D, E and F are primary. Criteria G through H are secondary and will be used as tie-breakers among technically equal firms. **** A. SPECIALIZED EXPERIENCE: The design team shall demonstrate the technical competence of the firm in the design of architectural renovation, addition, repair project, fire protection, environmental works, project management and construction inspection required for the Caribbean that include Puerto Rico and U.S. Virgin Island customers in the geographic area for this contract. ****B. PROFESSIONAL QUALIFICATIONS: The design team must possess registered personnel with experience in the following disciplines: Architectural, Structural, Mechanical, Electrical, Civil, Land Surveying, Geotechnical (Soils Engineer), Fire Protection Engineer and Environmental. The design team must possess registered professionals or the ability to provide registration compliance with Puerto Rican and U.S. Virgin Island environmental law either within the firm or via consultant, knowledge of local codes, law, permits, practices, and construction materials of the Caribbean (PR and USVI). Address the proposed method of carrying out the work to meet the anticipated project requirements. Firms must show experience with present and other firms and roles of staff members specifically on projects addressed in evaluation factor (A). Firms must show capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. ****C. SUSTAINABLE DESIGN: Firm will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts and principles to facilities and infrastructures problems through an integrated design approach. ****D. ABILITY OF THE FIRM: The firm must show the ability of the firm to respond to numerous quick turnaround projects and knowledge of locality of projects involved. The team must show the capacity of the firm to accomplish the work required in the required time; firm will be evaluated in terms of impact of this workload on the design staff?s projected workload during the design period show current and projected workload with a plan and schedule on how you propose to accomplish the work. All contract drawings shall be produced on AutoCAD for Windows. Compact Disks and mylars of drawings shall be provided. Standard AutoCAD layering Title blocks shall be utilized. All specifications and written documents shall be provided in Microsoft Word for Windows. ****E. PAST PERFORMANCE. Provide examples of project specific work, including past and/or current IDC's, with other Government Agencies and/or private industry. Provide specific examples of cost control and estimating performance on past projects. ****F. Quality Control Program: Firm will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications-list key personnel responsible. ****G. Firm Location: Consideration will be given to interested firms who respond to this advertisement in accordance with the foregoing instructions in the following order of preference: 1) local, residing in Puerto Rico and Virgin Islands; 2) Within Puerto Rico and Virgin Islands; 3) All others. Firms will be considered as local only if their office is in the area listed previously, or they have a local independently operated branch office, and all of the design, coordination, and management of the project will be accomplished in that office. It is prohibited to pay any fee, commission, and percentage or brokerage fee to any person or firm contingent upon, or resulting from award of a contract. ****H. VOLUMEN OF WORK: Firm will be evaluated in terms of work previously awarded to the firm by GSA with the object of affecting an equitable distribution of GSA A&E contract among qualified A&E firms that have not had prior GSA Contracts. Selection criteria will be conducted with combined use of Standard Form 330, Architect-Engineer Qualifications, Part I: Qualifications for a specific contract and Part II: General qualifications of a firm or a specific branch office of a firm. A separate Part II for each branch office that has a key role on the team, and a separate Part II for each consultant must be provided. Contrary to the general instructions, this office does not maintain a file of Part II due space limitations. In Part I, you must limit the number of projects listed to ten (10) projects only. Only one copy of your qualifications is necessary. SF330; Firms, including consultants, must meet the following requirements: 1) licensed architect registered in Puerto Rico and Virgin Islands; 2) licensed mechanical and electrical engineer registered in Puerto Rico and Virgin Islands; 3) Staffing complement of 5-25 professionals. The registration requirements may be met though the use of consultants. The prime firm must meet the staffing requirement. 4) The procurement will be set aside for small businesses which also includes 8A, and/or minority owned consultant(s), and/or women-owned consultant(s), and/or veteran owned consultant(s), and/or disadvantage veteran owned consultant(s), and/or HUB-Zone consultant(s), may apply to this acquisition.
