Description
The National Capital Planning Commission is seeking qualified planning firms with expertise in parks, recreational and open space comprehensive planning/master planning for a large city; parks and open space needs and assets assessment; landscape architecture; and the development of ordinances, regulations and codes. The scope of work focuses on comprehensively assessing federal and District parks and open space needs within Washington, D.C., establishing a shared planning and organizational framework for federal and District agencies, and proposing strategies that will allow each agency?s individual actions to work in concert towards a seamless system of parks and open space that meet future national and local needs. The Consultant will work with NCPC to establish a vision and framework of goals and opportunities that will shape a physical framework plan of parks and open spaces. This work includes identifying major parks systems and corridors; updating and supplementing existing park and open spaces data; establishing typologies and open space standards specific to Washington D.C.; conducting an assessment to identify key assets and establish priority needs for parks and open spaces that addresses issues of quantity, quality, distribution, competing users, lack of connections and access; and summarizing this information in a ?State of the District Parks and Open Space? report. In addition, the Consultant will develop a physical plan for Washington?s parks and open spaces that focuses on land and physical resources. The plan will produce: design concepts, access and site improvement recommendations; use and programming strategies and site control proposals; strategies for achieving green spaces of the highest design quality contributing to the identity and sense of place in our public spaces, including significant streets, historic parks, neighborhood parks and major park corridors; strategies for meeting multiple user needs and accommodating national and local interests; and priorities for future federal and local investments and actions, including land acquisition, site control, and facility and grounds improvements. The Consultant will also establish an action agenda that assigns implementation responsibilities, and identifies resources, phasing and priorities, to move forward on: identifying opportunities to develop and improve working relationships and partnerships; developing planning and regulatory tools, including model guidelines or regulatory language for landscape and streetscape treatments, zoning, and applications for obtaining green spaces through development processes; identifying priorities for federal and District land acquisitions, transfers, or dispositions; and developing cost estimates for standard capital improvement elements and other implementation recommendations. Quotations will be evaluated in accordance with the following criteria, which are listed in order of importance: (1) Professional and technical qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required, including planning skills necessary to aid NCPC in producing all products of the initiative. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance will also be evaluated based on the extent to which the offeror attained applicable goals for small business participation under contracts that required subcontracting plans. (5) Knowledge of the geographical area and local working relationship between the federal government and the District of Columbia; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (6) Participation of small business (e.g., Woman Owned Small Business, HubZone Small Business, Veteran Owned Small Business), small disadvantaged businesses, and historically black colleges and universities, or other minority institutions, in the proposed contract team, measured as percentage of the estimated effort. (7) Cost. This acquisition is made pursuant to Subpart 15 of the FAR that governs competitive negotiated acquisitions. The proposed period of performance is 84 weeks.
