- NA 1. * PLEASE NOTE: CY 2004 Proposals for these specific technical amendments explained below to S0404 and S0405 have a specific suspense date of January 16, 2004 and DO NOT apply to the entire 23 other topics. Overall, each of the entire 25 Topics has its own suspense date for FY 04 especially Topic S04011-1 and Topic S0425 with their own individual suspense dates and proposal / white paper procedures. The majority of the Topic suspense dates is 14 May 2004 fo r FY 2004 requirements and associated funding. Proposals may be submitted at any time during the life of this BAA. However, proposals should not be submitted any later than 14 May to be considered for award in the fiscal year of submission. The Government may award a contract, based on a proposal received in response to this BAA, anytime during the life of this BAA. If clarification of any of the Topic suspense dates is necessary, please contact the specific engineer per topic via the Army Single Face to Industry (ASFI) website information reflected below were the engineer contact listing is delineated on the actual 2 5 Topic BAA. The cognizant engineer may also identify if a white paper is necessary or more feasible than a full proposal and answer associated technical related questions.
