- The following industry questions and Government responses are provided as follows: Question 1: The solicitation states that "Once developed and approved, courses shall be conducted ..." Is there a standard guideline on how long it takes to get a course approved by DHS? Which entity will approve the course? Is it possible to get a copy of approval guidelines so that we understand the time and steps required to obtain approval for a new course of this type? Government Response: The selected vendor will work with the Director of Education and Professional Development for the Directorate of Information Analysis and Infrastructure Protection and the Chief Training Officer for the Office of Information Analysis to integrate DHS/Directorate/Office and Intelligence Community specific writing, analytic thinking and critical information needs and materials unique to aforementioned organizations into the curriculum. At present, there are no approval guidelines established. The approval process involves working with the POC referenced above to create acceptable course syllabus and to instruct the courses. Question 2: The solicitation states that this is a Performance-based FFP contract. We are very experienced in the management of Performance-based contracts which are becoming standard in many areas. PB contracts typically reference one or more performance metrics against which performance is assessed. What metrics will be established and applied to this training contract? Government Response: Performance metrics will be based on key performance standards in the PWS identified at at time of contract award and included in the award document, as modified. Question 3: The solicitation briefly mentions the use of an "on-line format" for instruction, but doesn't detail expectations for the delivery of on-line content. What guidance is available on the extent to which instructor-led training needs to either be partially supported by on-line content (read-ahead and some course material accessible via a password-protected online learning environment, for example), or should the entire course be mirrored in a real-time on-line environment such that it can be taught to non-DC based students? Would the on-line content be available on an internal government network, either classified or SBU? And/or will unclassified portions of the on-line content be available through password-protected learning environments on the Internet? Government Response: The selected vendor will primarily instruct in a classroom environment although as stated in the SOW Scope of Work..."will combine instructor-led and (to the maximum extent possible) online learning formats". At present, the Directorate of Information Analysis and Infrastructure Protection anticipates at a minimum the potential need for students to submit materials and assignments via electronic medium to instructors however that has yet to be determined and as such, a decision will not be made until after review of the quotes and syllabi from contractors responding to the RFQ. The Directorate desires that this course be constructed in such a manner as to make it accessible in an instructor led format as well as in an on-line format. If offered in an online format, anticipate that it will be offered over government secure systems. Any remote students (outside of the DC area) attending an instructor-led class will be brought to the DC area at government expense (contractors are not required to factor this into their quote). Question 4: The solicitation references "templates and examples of written products" that must be referenced in the training. So that we can accurately estimate how long it will take to integrate these products into the training we develop, how many templates and written products will be referenced, what is their format and length, and can you give us an example of a written product? Government Response: n the SOW Scope of Work section d, it is requested that "The course instruction will integrate a variety of “templates” and examples of written products used in DHS/IAIP and the IC, as well as those templates and forms used by many of the aforementioned governmental agencies. The contractor will work in close coordination with the DHS/IAIP Director of Education and Professional Development and his staff to identify applicable templates and forms and integrate them into the course. The contractor should be prepared to modify (integrate templates and other related forms into their existing course(s) NMT 15% to accommodate DHS/Directorate/Office specific needs. Question 5: The solicitation requires that a total amount for the base period and each option period and an aggregate amount for all CLIN?s combined shall be provided. Is it correct to assume that the reference to CLINs in this statement is "Course" CLINs only? Government Response: No. The total amounts for all CLIN's, which includes both course instruction and single rates for cost per additional trainee per class in excess of 20 trainees shall be added together to provide the aggregate amount for base period and option periods.
