Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) has a requirement for a feasibility study of remote sensing techniques to enumerate and identify Migratory Fish on the Sheepscot River During Smolt Migration, 2006. This study is being implemented to determine the feasibility of enumerating salmon smolts and other migratory fish, particularly American shad, river herring (alewives and blueback herring), and American eel through the use of remote monitoring in conjunction with rotary screw traps in order to better assess fish abundance. Specific objectives include accurately identifying Atlantic salmon smolts (differentiating between salmon smolts and other fish species with >99% confidence) and other diadromous fish, determining swimming direction (upstream or downstream), and providing an accurate count of total salmon smolts exiting the system during the period that monitoring occurs. The period of performance will be October 1, 2005 through September 30, 2006, and the monitoring shall take place during the spring emigration of Atlantic salmon smolts (mid-April to the beginning of June). The Contractor shall provide the 2006 Sampling Plan by February 1, 2006 and a final report by September 1, 2006. The North American Industry Classification System (NAICS) is 541710. The small business size standard is 500 employees. This requirement is a 100% Small Business Set-Aside. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Proof of CCR registration must be included in submitted proposal package. All responsible sources may submit an offer which shall be considered by the agency. A copy of the solicitation will be attached to this announcement as a downloadable Word file on or about September 2, 2005. A hard copy of the solicitation will only be provided in response to a written or faxed request received directly from the requestor. Telephone requests will not be honored. Requests for hard copies of the solicitation may be faxed to (757) 441-3786. Quotations received by September 16, 2005 will be considered for award. Award will be made on or about September 24, 2005. Numbered Note 1 applies. THIS MODIFICATION IS ISSUED TO FORWARD AMENDMENT NO. 0001 WHICH MODIFIES THE WORK STATEMENT, PROVIDES ANSWERS TO VENDORS' QUESTIONS, AND EXTENDS THE RESPONSE DUE DATE TO OCTOBER 7, 2005.
