Description
CLDP Short-Term Advisor to Bosnia and Herzegovina 1. Background The Commercial Law Development Program (CLDP) of the U.S. Department of Commerce assists foreign commercial, political, regulatory and judicial leaders to identify and make needed changes in laws and organizational structures, including those adopted under the platform of the World Trade Organization (WTO). CLDP anticipates awarding a contract to a qualified expert to serve as a Short-Term Advisor to the Government of Bosnia and Herzegovina (GOBiH). BiH is currently in the process of acceding to the WTO. The Advisor will provide technical assistance (acting through CLDP) to the GOBiH and will plan and coordinate technical assistance to be conducted by CLDP on WTO issues to further BiH?s accession process. 2. General Description of Work The Advisor will provide general guidance on the obligations of WTO membership, including all annexes, and on how the obligations relate to BiH trade and commercial regulatory system. Specifically, the Advisor shall: a. Work with the CLDP Program Manager in developing a training plan for the GOBiH; b. Provide advice/assistance on WTO issues including, but not limited to trade in goods (customs, matters, tariffs, licensing, Harmonized System, Rules of Origin, etc.), trade in services, investment issues, intellectual property rights, standards, government procurement, and state trading. The Contractor?s advise will be dependent upon the need of BiH officials as they prepare for Working Party meeting, plurilater meeting , and other trade matters. c. Provide assistance to the GOBiH in the preparation of documents and materials submissions to the Working Party; d. Maintain close liaison with U.S. and BiH Negotiators to ensure that the advice and assistance provided meet the needs of the WTO accession and compliance processes. The Contractor will not be part of the negotiating team nor participate in the formulation of negotiation strategies; e. Provide advice to the GOBiH on which institutional and legal structures are best suited to ensure that WTO obligations are fully and uniformly implemented in accordance with international standards; f. Travel to BiH to implement training programs and/or consultations on WTO topics; g. Support other functions as described by CLDP staff, such as assistance on legislative drafting, coordination of logistics for CLDP seminars and conferences, assist in identifying officials to participate in CLP programs and to maintain relationships with U.S. Embassy and GOBiH officials.
