Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The NAICS Code is 511210 with a small business size standard of $21.0 million. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with M2 Technology, Inc., 21702 Hardy Oak, Suite 100, San Antonio, TX 78258 for the requirement to acquire Watchfire?s WebXM? Security Module, support and maintenance included. M2 is an authorized reseller for Watchfire and is a certified minority 8(a)company. Due to the highly specialized nature of web application testing, the NIH Incidence Response Team (IRT) requires a secured application testing tool that can interface to NIH web scanning capabilities, including professional services to support such a unique product. Since it is imperative to keep our nation?s medical research institutes up-to-date in this rapidly changing security posture, NIH requires a best-of-breed web application testing tool that allows for maximum utilization of the organization?s limited time and resources available to devote to this function. After conducting a thorough review of the marketplace, CIT determined that (1) there are no open source applications that can perform the required interfacing with NIH?s web scanning engines, and (2) Watchfire?s WebXM is the only software application that can fulfill NIH?s requirement for a secured application testing tool that allows for maximum utilization of the organization?s limited time and resources. WebXM provides NIH with an on-line risk management software to effectively monitor and report on quality, privacy, accessibility, security and compliance risks. The WebXM security module analyzes websites by running thousands of platform- and application-specific tests to detect hundreds of types of vulnerabilities. It incorporates sophisticated security algorithms and combines them with enterprise scanning, reporting, dashboarding and trending capabilities within the software to provide three categories of security reporting ? security vulnerabilities, worst case scenarios, and custom security standards. WebXM provides the following benefits: (1) Automates analysis versus costly manual efforts, (2) Uses an enterprise approach to manage from the top down across all websites versus a ?per application? approach, (3) Utilizes a sophisticated tiered infrastructure via a web-based platform, (4) Provides personalized dashboards and reporting, and (5) Enables enterprise database storage for scaling and report manipulation. This is not a Request for Quotation (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit a proposal, which will be considered. Firms interested in responding to this notice must be able to provide a product that can perform the requirements described above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 7 (seven) calendar days from the publication date of this notice. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM synopsis No. 05-207/KDR shall be noted on all correspondence to this announcement.
