Description
This is a Pre-Solicitation notice for a full and open competition requirement. The Federal Highway Administration has a requirement to improve their financial management processes. FHWA is interested in contracting for support to reengineer, assist and improve its federal financial management business and accounting processes. This support will primarily consist of the following tasks: Resolve accounting and financial management issues and weaknesses identified by the financial statement auditors Assist in reconciling older financial management data Coordinating and reviewing items required by the auditors during the audit process and interfacing with the auditors on requests for data and questions on items provided. Conduct small analytic studies, technical assistance and related services for the term of the contract. All responsible sources are encouraged to submit an offer. The Government intends to award this contract on the basis of best value using Full and Open Competition. It is anticipated that the resulting contract will be Time and Material / Labor Hour, firm fixed price or level of effort contract for one base and four (4) option years. This solicitation will only be released and available electronically at http://www.fedbizopps.gov, or http://www.fbo.gov/ under the Vendors option, followed by selection of the acronym DOT for the Department of Transportation, followed by the option Posted Dates to the right of Federal Highway Administration. ACCORDINGLY, NO WRITTEN, TELEPHONE, FACSIMILE OR E-MAIL REQUESTS FOR THE SOLICITATION PACKAGE WILL BE ACCEPTED OR HONORED. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the www.fedbizopps.gov website for any solicitation amendments. However, interested parties can register at the aforementioned site to receive procurement announcements/notifications of postings by e-mail (the grey button at the bottom of the synopsis titled, ?Register to Receive Notification?). Electronic release of a competitive Request for Proposal is planned for on or about November 2005. Proposals may be required within thirty (30) days from date of release of the RFP. FHWA encourages potential offerors and subcontractors to also register at the aforementioned website to be included on the Interested Vendor List (IVL) for this RFP. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent. For further information, call (800) 532-1169.
