- DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Aerolab, Inc. of Laurel MD. The FSC Code is 3416. The NAICS code is 333512 which has a Small Business Administration size standard of 500 employees. IT IS THE GOVERNMENTS INTENT TO AWARD AS A SOLE SOURCE, The items to be procured are as follows: The Lathes are going to make Test Coupons. Only the 3 V Bedway design that Southbend Lathes manufactures, This lathe can produce Test Coupons with the accuracy and reliability needed. Our first need for the Lath is that it has a gear drive with 2 speed range selections for maximizing power to drive its spindle and an EVS drive which produces infinitely variable speed in ranges from 20 to 2500 rpm with a manual speed shift between both. Secondly, the machine also needs a 3 V bed way heavy duty design which provides superior alignment under heavy cutting loads by dedicating two V?s for the exclusive alignment of the saddle and a turcite lining on the saddle which reduces friction and wear between the saddle and bed ways. Third, an efficient foot brake between the headstock and tailstock for safe operation by stopping the spindle and shutting down the spindle drive when depressing the peddle to protect the operator from a possible hazard. The Mill needs to have an extra heavy component to support an extra large 54 inch x 10 inch table with 770 pounds work piece capacity. It also needs to have a balanced polyvee belt design, dual locking mechanisms for table, knee and ram, one shot lubrication system, flood coolant system, base chip pan, and dynamically balanced spindle. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is 21 Sep 2005. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, 20 Sep 2005. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 5 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
