Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis-solicitation is issued as a request for quote (RFQ) W91248-05-Q-0203. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. The SIC NAICS code is 4812 333924 and the small business size standard is 1,500 employees750 employees. Solicitation is unrestricted. The solicitation is issued as a Brand Name or Equal procurement for the following items: Two (2) each Stanley Vidmar Storage Technologies Modula P500 VLMs; Furnish and Install two (2) APU 30 amp receptacles; 5 Drawer partitions; 7 Drawer partitions;, one (1) each Stanley Vidmar Technologies Modula P750 VLM to be delivered and inst alled at Ft. Lewis, Washington; and Installation of all other items on site (Ft. Campbell, KY) . Quotes are requested on FOB Destination basis. The site is a secure compound. Delays gaining access can be gaining access on a daily basis. Delivery and In stallation shall be not later than 12 weeks after receipt of order. The provision at 52.212-1 Instructions to Offerors  Commercial Items, is applicable to this solicitation. The Government intends to make a single award for all items to one vendor. Th e provisions at 52.212-2, Evaluation Commercial Items and 52.211-6 Brand Name or Equal are applicable to this acquisition. If offering and Equal item, vendor shall submit Descriptive Literarture. The Contracting Officer will evaluate equal products o n the basis of information furnished by the offeror. If an offeror has not completed the annual representations and certifications at the ORCA website, offerors are to complete paragraphs (b) through (i) of FAR Provision 52.212-3, Offeror Representations and Certifications  Commercial Items and submit with their offer. The contract clause at 52.212-4, Contract Terms and Conditions  Commercial Items, applies to this acquisition. All responsible sources may submit a proposal, which if timely received, shall be considered by the Government. The Contractor shall provide analog, digital and PCS cellular telephone requirements for organizations located at Ft. Campbell, KY, to include roaming CONUS-wide. Current require ments are four hundred eight (408) lines of analog or analog/digital service. The Governments objective is to acquire competitive, commercial, cellular telephone services and to provide our telephone users with capabilities that are needed to perform the units mission, at an affordable and reasonable price. In order to offer units a plan that best meets their mission requirements, and IAW FAR 52.212-1(e) Multiple Offers, offerors are encouraged to submit multiple offers presenting alternative terms and conditions for satisfying the requirements of this solicitation; including but not limited to (1) Charges only for tolls with no monthly access fee (designed for minimum monthly usage); (2) Single rate plans with no roaming or long distance charges which i ncludes a specified number of minutes; (3) Option designed for heavier usage with more free minutes included with monthly access fee; and (4) Plan allowing unused minutes to roll over into next month. The Government will award a contract resulting from th is solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award may involve more than one plan. The following factors shall be used to evaluate o ffers: (1) Technical - Include maps indicating in-zone (local) calling area; and detailed map/list of geographic locations where the offerors system can provide Public Switched Telephone Network access for identified analog/digital telephone units. (2) Pa st Performance submit information IAW 52.212-1(b)(10) and (3) Price - Comprehensive price list for each proposed plan. Offerors must prepare their proposals in sufficient detail to permit a thorough evaluation of each part. Each part must be clearly mark ed Part I  Technical ; Part II - Past Performance; and Part III  Price. Price is equal to Past Performance and Technical. Offers received without past performance references shall be considered non-responsive. Offerors shall ensure all reference p oints of contact, i.e., organization, name, and phone number, are accurate.
