- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposals, W91248-03-R-0015. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. Acquisition is 100% set aside for small business firms. The NAICS Code is 327390 and the small business size standard is 500 employees. Items and quantities required are (1) Double Arm Target Coffins, Material: Concrete, 21 H x 67 W x 55 L with 6 Bottom and 5 Thick Walls, quantity of 66 each; and (2) Single Arm Target Coffins, Material: Concrete, 21 H x 38 W x 55 L with 5 Thick Walls and 6 Thick Bottom, quantity of 386 each. The Offer Schedule (contract line item number(s), items, quantities, and units of measure) is provided at the end of this document. Supplies will be delivered to Fort Campbell, KY. Installation is not required. Photograph of sample target coffin can be viewed at the Directorate of Contracting website (http://www.doc.campbell.army.mil). The provision at 52.212-1 Instructions to OfferorsCommercial Items, is applicable and is addended as follows: Paragraphs (b)(10), (d), (e), and (h) are deleted. This provision is further addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information http://farsite.hill.af.mil/vffara.htm); 52.216-1 Type of Contract (Fill-in information, firm fixed-price ); 52. 232-18 Availability of Funds; 252.204- 7001 Commercial and Government Entity (CAGE) Code Reporting; and 252.209- 7001 Disclosure of Ownership or Control by the Government of a Terrorist Country. The provision at 52.212-2 EvaluationCommercial Items is also applicable; Price and Delivery Date are the evaluation criteria in Paragraph (a). Price is slightly more important than Delivery Date. The Government intends to make a single award to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. Offerors are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and CertificationsCommercial Items, and DFARS Provision 252.212-7000 Offeror Representations and CertificationsCommercial Items, with offers. Offerors should submit destination pricing for these supplies and a statement regarding date delivery can be made. The successful offeror must be registered in the Central Contractor Registration at http://www.ccr.gov.
