- The Military Surface Deployment and Distribution Command (SDDC) is seeking information from industry relating to its need to develop the requirements for a fully integrated, collaborative, visible, and reliable supply chain system to provide global In Transit Visibility/Total Asset Visibility (ITV/TAV) of deployment, redeployment, and sustainment shipments to the Consolidated Deployment & Distribution Operations Center (CO-DDOC) at Scott AFB, IL. The purpose of this Request for Information (RFI) is t o gather market research data regarding commercial industries practices, capabilities, and interest to best address SDDCs need to provide an automated system to track ocean shipments. INSTRUCTIONS AND RESPONSE GUIDELINES Responses are limited to a total of 10 pages and must be completed in Microsoft Word format. Supplemental service brochures or marketing materials outlining specifications and capabilities may be submitted. We appreciate your response. It will be used solely by the SDDC as market research. We will not divulge individual responses to the RFI outside of the SDDC Requirements Team. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any inf ormation received. NO SOLICITATION EXISTS AT THIS TIME. CONTACT INFORMATION Responses must be submitted via email to the Contacting Officer within 7 calendar days after issuance of the RFI or no later than 3:00 pm on Friday, September 23, 2005. Clarification questions must be received within 4 working days after issuance of the R FI. System must be able to track 46,000 global shipments simultaneously. [180-200,000 shipments a year or 180,000 X 93 ship days/shipment / 365 days/year]. b. System must be able to track 24,000 domestic shipments simultaneously. [1,250,000 shipments/yr X 7 days/shipment / 365 days/yr] c. System must be able to receive and consolidate real-time NIPR and wireless data from devices ranging from cell phones to RFID readers and our legacy systems. d. Users must be able to query system in real time from around the world. e. System projects late shipments and creates flags and reports. 3. MIMINUM AREAS THAT MUST BE ADDRESSED IN RESPONSES: a. Indicate the number of personnel/skill sets required to operate and maintain any proposed system. b. Provide a rough cost estimated to start-up, operate and maintain systems identified. If possible, show each cost separately. c. Identify any general planning figure(s)/methodology that industry uses to show personnel savings based on a technology infusion.
