- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work Commander, U.S. Army Corps of Engineers DCIP Area Development Plan Training Class 16 Sept 05 INTRODUCTION The Office of the Chief of Engineers through the Commander, U.S. Army Corps of Engineers has the responsibility for providing master planning support to Army installations to include the development and management of installation Real Property Master Plans (RPMP). These responsibilities also include providing assistance to the Assistant Chief of Staff for Installation Management (ACSIM) and the Installation Management Activity (IMA), which includes its Headquarters Staff, Regions, and Installations. Further , as per DoD 3020. ff, the Army Corps of Engineers is the DoD Critical Infrastructure Protection (DCIP) lead for the Public Works Sector. The DCIP role involves imbedding a Infrastructure assurance planning process throughout DoD (including the Army) One of the prime responsibilities is sustaining/ establishing both DCIP Public Works and the Armys Master Planning Curriculum and Course of Instruction. To facilitate the successful accomplishment of this task, the Commander, U.S. Army Corps of Engineers requires that new course be established to provide instructions on how to complete an Area Development Plan that considers Infrastructure Assurance considerations into the planning process. BACKGROUND Army Installation Commanders are responsible for the short and long range planning of their installations, including real property, in support of current and future missions. Installation Real Property Master Plans satisfy a multitude of requirements. To assist Installation Commanders, Headquarters, Department of the Army developed policy guidance for development of installation master planning. Army Regulation 210-20 requires each installation to develop a Real Property Master Plan. The RPMP is the I nstallation Commanders plan for the management and development of the real property assets of the installation, including land, facilities, and infrastructure. Additionally, the RPMP documents the real property planning process. The RPMP is comprised of the following components: Real Property Master Planning Digest (RPMPD); Long-Range Component (LRC); Installation Design Guide (IDG); Capital Investment Strategy (CIS); and the Short Range Component (SRC). The Commander, U.S. Army Corps of Engineers is responsible for developing and maintaining the Master Planning Curriculum and Course of Instruction and teaching master planning techniques to Army installations. This forum includes teaching master planning state of the art training ot installation planning professionals at such venues as the Installation Management Institute, and sponsoring 40 hour training classes related to master planning. IAW with updated 210-20, Critical Infrastructure Assurance considerations are now required to be included in the comprehensive development of installations, however, and many installation planners are not trained to consider these constraints. Further, th e installation Planning components have not been updated to address these critical infrastructure assurance issues. An Area Development Plan is a focused succinct planning product that allows for a concise planning analysis that is comprehensive but allows the minimum planning needed to make adequate planning decisions. ADPs are used extensively by cities and towns to master plan neighborhoods as well as consider special initiatives (i.e. historical preservation, bicycle use, etc.). It is the intent for Army installations to use ADPs as a means immediately evaluate DCIP impacts on installation plannin g decisions. DESCRIPTION OF WORK Develop an standard training course that will provide instructions to planner on how to complete an Area Development Plan, This course will include a complete of set of Instructors briefing slides, program of instruction, and complete exercise that will e nable students to fully understand how to complete an Area Development Plan. TASKS The U.S. Army Corps of Engineers will contract for the procurement of a complete Area Development Plan training package. The package will be self-contained and provide all the requirements need to provide Area Development Planning. Further, the proposed course will be conducted in a prototype classroom environment to ensure training is meeting requirements OBJECTIVE The purpose of this Statement of Work is to provide for development of an Area Development Plan training package that will be focused on planning for Critical Infrastructure Protection as it pertains to Public Works/Real Property Management SCOPE The scope of this Statement of Work is limited to support to the U.S. Army Corps of Engineers in meeting its role as the Armys Technical lead for Real Property master Planning and its role as the DoD lead for Public Works Sector lead for Infrastructure Assurance. APPLICABLE REFERENCES and DOCUMENTATION All references, documentation, and material required for the design, development, and production of the task will be determined, identified, and provided by the Government. These include AR 210-20, MASTER PLANNING FOR ARMY INSTALATIONS DoD 3020, ff DEFENSE CRITICAL INFRSTRUCTURE PROGRAM MASTER PLANNING INSTRUCTIONS GUIDANCE FOR AREA DEVELOPMENT PLANS USACE PROSPECT COURSE PROGRAM OF INSTRUCTION TRAINING FORMATS PLANNING SCENARIO TO BE USED FOR EXERCISE SUMMARY DESCRIPTION OF DELIVERABLES AREA DEVELOPMENT PLAN TRAINING PACKAGE In accordance with this Statement of Work, the contractor will provide a ADP training package that will provide all instructions, briefings, class training aids exercise requirements and class assessment test to supp ort a 40 hour class. OPTIONS (to be priced separately) Option 1, Conduct ADP training course. As an option to this contract, will require the contractor to conduct the Area Development Plan class as developed in the training package. This would include conducting the class, and travel to Huntsville AL. Option 2. Conduct ADP training course. As an option to this contract, will require the contractor to conduct the Area Development Plan class as developed in the training package. This would include conducting the class, and travel throughout. Option 3 Conduct Mini-ADP training course. As an option to this contract, will require the contractor to conduct the exercise portion of the training package. This would include conducting the class, and travel. Option 4 Conduct Mini-ADP training course. As an option to this contract, will require the contractor to conduct the exercise portion of the training package. This would include conducting the class, and travel. REQUIREMENTS Kickoff Conference The contractor shall conduct a conference call with HQ USACE and ACSIM master planning and CIP program managers to go over thrust of the training and provide dialog of training intentions. The contractor shall also present an overview o f his training strategy and plans Master Planning/DCIP Training assessment class visit. On 2nd week of December 2005, the contractor will be requested to attend the USACE Master Planning Course held in Portland Oregon. The purpose of this visit is for the contractor to understand the fo undation level of understanding that Army planners obtain and will be required to possess before participating in this training for ADP. DCIP/Master Planning ADP Exercise prototype. On 2nd Week of January, 2005, the contractor will be required to conduct a 16 hour prototype ADP exercise that will be the model for the developing clas s. The contractor will host a 16 hour exercise made up of about 60 students. The government will be providing all reproduction needs. Government master planning team from USACE who will help in conducting the exercise will also aid the contractor. 90 percent DCIP/Master Planning ADP course manual overview/class By last week of July 2005, the contractor shall host a 90 percent DCIP/Master Planning ADP 40 hour course at Huntsville Al. The purpose of this class will be to conduct a prototype of the e ntire 40 hour course with students to monitor if proposed course meets expected results. DCIP/Master Planning ADP Course training packet GOVERNMENT FURNISHED INFORMATION AND ASSISTANCE Government will provide planning scenario and all assumptions that will be used for the exercise. Government will provide personnel for assistance as part of the prototype exercise and prototype class. Government will provide all reproduction support in conjunction to prototype exercise and prototype class as well as options. PLACE AND PERIOD OF PERFORMANCE DCIP ADP Training Packet shall be prepared at offices of contractor, however, the Prototype exercise shall be conducted in San Antonio Texas during the installation Management Institute, The date of the session is 2nd week of January 2006 The Prototype cla ss shall be given in Huntsville Al at the site of the USACE Professional Development and Training Center. The Date of the session will be the last week of July 2006. The period of performance shall be up to 24 months from the notice to proceed. TRAVEL Long distance trips and local travel are authorized in the execution of this task in order to appropriately build a comprehensive training packet for Area Development Plan to support Critical Infrastructure Assurance activities. The contractor team will be required to travel to Portand Oregon the 2nd Week of December to analyse the Army Real Property Master Planning course, then the team will travel to San Antonio TX 10-14 January, 2006, to conduct the prototype exercise training, then the contractor will travel to Huntsville TX the last week of July 2006 to conduct the prototype Course. SECURITY CLEARANCE All material used to develop the deliverables contained in this task is unclassified. HAZARDS INFORMATION This task does not require the contractor to handle sensitive items, hazardous items, chemical surety materials, or microbiological or biomedical materials. 10.0 GOVERNMENT POINT OF CONTACT
