- The Philadelphia District is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Requirement: purchase and delivery of a low-boy style road trailer. Ownership documents shall be provided transferring the trailer directly to the Naval Surf ace Warfare Center. Documents shall include a certificate of origin, manufacturers equipment operating and maintenance manuals, and any other information to indicate capacity of trailer, roadworthiness such as inspection records, etc. The trailer shall be delivery with all documents complete and ready for use. Delivery is required to be made by Oct. 15, 2005. The trailer shall meet the following requirements: overall length 48 feet, min.; width 102 inches, min.; 80,000 lbs distributed frame capacity; high tensile steel flanges and webs with steel roll formed side rails 5 ? inches high, min. 10 gauge; kingpin: 18 inch kingpin setting with straight pick-up plate (82 inch swing clearance, min.); upper deck length of 10 feet (min.); loaded fifth wheel he ight 49 inches (min); flooring: 1-1/8 inch apitong, (2) 5/16 fasteners per board per crossmember; stake pockets shall be steel on 24 inch centers on sides with four (4) F-5 type pockets on the front and five (5) pocket on the rear, pipe spools shall be loc ated between stake pockets; rubrail: 2/12/ inc roll formed steel on sides and rear with recess for conspicuity tape; rear deck height shall be 40 inches, min., loaded; drop deck crossmembers shall be 4 inches wide (min) at 3.19 lbs steel junior I-beams; f ront deck shall be on 18 inch centers, with the rear deck on 12 inch centers; landing gear shall be 2 speed, square leag with min. 10 inch, square cushion foot; undercarriage: 2 axles, axle spread shall be min. of 122 inches wide with a tapered spindle; t he suspension Intraax AA230L, or equal; wheels: drop deck shall be 8.25 x 22.5, 10 hole steel disc, hub and drum shall be hub piloted-outboard case drums; tires shall be 255/70R 22.5 16 ply (min), Goodyear G104, or equal; brakes shall be min. 16-1/2 inch x 7 inch air operated, quick change feature, spring brakes with auto slacks; the trailer shall have diagonal deck corners with light mounting; a sealed harness system with 3 marker lights per side including mid-turn 2 stop, tail, turn on rear lights; ABS Mertior WABCO 4s/2m wired to center pin, or equal (tool or cable is not acceptable); bumper shall be heavy-duty and meet underride requirements; two sets of mudflaps behind the axles shall be provided; all steel shall be painted black; an integrated steel winch track for sliding winches on front and rear deck on road side (where possible); sliding winches 12 each (two on front deck (R/S) no straps); desired empty weight 11,874 pounds (plus or minus 3 percent). The following items are optional items and sha ll be priced in any response to this notice: Options: 18 in x 18 in x 48 in. installed, aluminum, double door tool box; 48 in x 102 in flat steel bulkhead installed; side kit (tarp and bows); L.E.D. lights, four extra winches; twelve 4 in x 30 in straps; delivery to Baltimore, MD. Quotes are due by 12:00 noon, Sep. 23, 2005. This is a commercial item action under FAR parts 12 and 13. The NAICS code is 336212 and the small business size standard is 500 employees. Quotes will be evaluated on the basis of price and delivery.
