Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number GDQ051090 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. This is a total small business set-aside under NAICS 541990 with an associated small business size standard of $6M. Contractor shall provide advice, mediation, and consultation services for the BLM Socorro Field Office on the development of recreation area management/implementation plan for an intensive-use OHV area known as Gordy's Hill. Issues and concerns include existing disputes, potential disputes, and concerns about the appropriate use and management of public surface resources at the site. Disputes exist between the BLM and livestock permitees and recreationists. Mediation and consultation will be conducted in neutral location in the Socorro region of New Mexico. It is estimated that 6 to 10 meetings will be conducted under the resulting contract, which will be based on time and materials according to the accepted firm-fixed labor price. Travel expenses will be reimbursed in accordance with the Federal Travel Regulations. Order for services shall be placed within a one year period commencing on September 30, 2005 and terminating on September 29, 2006. Place of performance is Socorro, New Mexico. Contract Line Item No. 0001, Mediation and Consultation Services, Hourly Rate $ __________. Per 52.212-02 Evaluation Commercial Items, the following evaluation factors listed in descending order of importance shall be used by the contracting office: technical ability of the firm including personnel qualifications that are directly relevant to the government need; price; past performance history in similar or same type of work as identified in this solicitation; Small Business Administration program participation such as 8a, HUBZone, Service-disabled veteran-owned, woman-owned business, etc.. Past performance and technical capability when combined are approximately equal to cost or price. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed.
