Description
The Anderson Ranch Powerplant, located approximately 28 miles northeast of Mountain Home, Idaho; about 3-1/2 miles from Route 20 in Elmore County, at the southwest end of Anderson Ranch Reservoir on South Fork of Boise River, has a requirement for furnishing, installing, and testing new static exciters, including fused disconnect switches, power potential transformers, rectifier bridges, and digital voltage regulators. The work also includes furnishing drawings and data; removing and disposing of existing voltage regulators and generator field breakers; modifying existing rotating main exciters; furnishing and installing conduit for power and control wiring and furnishing and installing conductors for power circuits; furnishing spare parts; and training Government personnel in operation and maintenance of new excitation system. We consider acquisition of this excitation system to be a SUPPLY acquisition and we intend to award a firm fixed price SUPPLY contract as a result of this solicitation. If a HUBZone small business concern submits an offer, for purposes of applying a HUBZone small business price evaluation preference for a SUPPLY contract, in accordance with FAR Clause 52.219-(d)(2), the HUBZone small business concern will need to agree that at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or another HUBZone small business concern, in order to be considered for the price evaluation preference. In addition, even if the price evaluation preference applies, as stated in the solicitation price is the least important factor in our evaluation criteria, and therefore award may not be made to the lowest priced evaluated offer. Award will be based on the best value to the Government and evaluation criteria will include technical factors, past performance, experience, price and price-related factors. The criteria will be further defined in the solicitation. This requirement is not set-aside. The solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about October 5, 2005 (this is an estimated date). To obtain a copy of the CD and be included on the planholder list, interested bidders must register on our website at www.usbr.gov/pn/contracts/supply. Visit the website to obtain further instructions about registering. If you don't provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and a charge of $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. All responsible sources may submit an offer, which we will consider. See numbered notes 12 and 26.
