- Systems Consultants address is 448 W. Williams Ave., Fallon, NV, and the value of the contract is expected to be under $150,000. Services are to provide administrative, professional, and technical support required to facilitate overall objective of integrating appropriate off-the-shelf technology into an assessment aircraft for utilization during U.S. Marine Corps training exercises. Equipment/ services include: 1) A surrogate unmanned aerial vehicle (SUAV)Cessna-182 with service ceiling of at least 14,000 feet MSL and capability of operating in all instrument conditions, day and night. 2) Rover III: the SUAV transmits remote video terminals (also know as the L-3COM multi-band manpack receiver) to the Rover III. 3) Data link system capable of sensor product delivery (full streaming video with overlay) to a full ground video receive site or to a Rover II 4) FLIR: Large (640x480) and small (320x240) format, 3rd generation focal plane camera. Large FLIR optics aperture (150mm), 307,200 pixels minimum. 5) DAY TV Camera: 3-CCD color camera with 800 lines resolution. Enhanced near infrared response for haze penetration. Large aperture day camera optic (88 mm) with spotter scope. 6) Spotter scope: sensor contains a color camera with .29degree to .39degree Field of View (FOV), with at least 955 mm telescopic capability. 7) Stabilization and Steering: Less than 10 micro radian jitter on all sensors. The system cues to latitude/longitude/ altitude and also holds lat/long/alt after manual search. The system then automatically estimates target lat/long/alt. 8) Tactical video overlay. The sensor product includes an integrated tactical overlay that includes as a minimum SUAV latitude, longitude and altitude. SUAV speed and heading. SUAV sensor azimuth and elevation look angles. Sensor Point of Interest latitude, longitude, altitude and slant range. Local time and date display. Ability to modify the tactical overlay at the request of the client to emulate other tactical systems (UAVs and Tactical Aircraft sensors). 9) MIL-STD-461, RTCA/DO-160 and MIL-STD-810 compliant. 10) Current Department of Defense Civilian Landing Permit 11) Personnel to include SUAV pilot, SUAV mission commander, SUAV sensor operator, SUAV project manager, and ground data link technician. 12) Deliverables to include: UAV Integration checklist, UAV planning checklist, After action report, and Video download into intelligence database. Interested persons may express their interest and demonstrate their capability, furnishing detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient for the Government to determine that a comparable source is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to 3 days after date of publication of this synopsis before 4:00 p.m. Pacific Standard Time on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to the Regional Contracting Office-SW, P.O. Box 1609, Oceanside, CA 92051-1609. EOIs sent via Federal Express or hand carried must be delivered to the Regional Contracting Office-SW, bldg 22180, Camp Pendleton, CA 92055, during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: Melissa Clark at 760-725-8445. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
